This position is located with the Bureau of Indian Affairs, Sisseton Agency, Superintendent - Sisseton Agency, Tribal Operations, in Sisseton, South Dakota. This is a Bargaining Unit position, for more information see What are bargaining units? NOTE: TRAVEL AND RELOCATION EXPENSES WILL NOT BE AUTHORIZED. ANY RELOCATION EXPENSES ASSOCIATED WITH REPORTING FOR DUTY WILL BE THE RESPONSIBILITY OF THE SELECTED EMPLOYEE.

Duties

Provide casework services to assist with processing applications, reviewing referrals, service requests, interviewing applicants, assessing client's needs, and the needs of the client's family/guardian when appropriate. Discuss family problems with clients analyzing factors contributing to family problems and develops a casework plan aimed at motivating persons toward the use of available resources, the attainment of self-confidence, and self-sufficiency Interviews, review resources, determine eligibility, and sets up financial plans for applicants qualifying for general assistance. Conduct office interviews and makes home visits reviewing the resources and to assess the social environment of the home to determine continued eligibility for general assistance. Initiates or cooperates in joint planning services to families and children with Tribal, State, Federal, and other local agencies. Initiates and/or cooperates with other agency branches and public welfare agencies in helping clients take advantage of local, state, and federal social services programs. Maintains case records, letters, and prepares reports and recommendations as required.

  • Preference in filling vacancies is given to qualified Indian candidates in accordance with the Indian Preference Act of 1934 (title 25, USC Section 472). Form BIA -4432 must be submitted with the application if claiming Indian Preference.

Qualifications

EXPERIENCE AND EDUCATION REQUIREMENTS: (OPM Operating Manual, Individual Occupational Requirements for GS-0187: Social Services Series). GS-5: I have three (3) years of general experience, one (1) year of which was equivalent to at least GS-04 grade level. General Experience is work in a social services activity or other organization that required the ability to conduct interview; to collect and analyze pertinent facts; to provide needed information, advice, and practical assistance; and to prepare clear concise personal histories and factual reports. OR EDUCATION: Four (4) years of successful completion of a full course of study leading to a bachelor's degree. GS-6: I have at least one (1) year of specialized experience or the equivalent, comparable to at least the GS-05 in the Federal Service (obtained in either the public or private sector). Specialized experience is work experience that provided the knowledge of social welfare services program policy and operations to provide child welfare services to clients and/or assist social workers; process client applications, review referrals and service requests; perform program automated data processing functions; and provide records management. OR EDUCATION:Education is not a qualification requirement at this grade level. GS-7: I have at least one (1) year of specialized experience or the equivalent, comparable to at least the GS-06 in the Federal Service (obtained in either the public or private sector). Specialized experience is work that involved the provision of direct social welfare services, managing a client caseload, assisting social workers, providing training and technical assistance to tribal contractors and application of program policy and federal regulations. OR EDUCATION: One (1) full academic year of graduate education in social sciences (18 semester hours, 27 quarter hours or equivalent). SPECIALIZED EXPERIENCE: Experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform successfully the duties of the position, and is typically in or related to the position to be filled. All qualification requirements must be met by the closing date of this announcement. Merit Promotion candidates must also meet time-in-grade requirements by the announcement closing date. Preference in filling vacancies is given to qualified Indian candidates in accordance with the Indian Preference Act of 1934 (title 25, USC Section 472). Additional selections may be made from this announcement if identical vacancies occur in the same location within 90 days from the closing date.

One academic year of graduate education is considered to be the number of credits hours your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.

If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must send a Certificate of Foreign Equivalency with your transcript in order to receive credit for that education which shows the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
