The Department of Pain and Palliative Care Services (PPCS) is seeking to fill the position of Chief of PPCS. The supervisory staff clinician is an independently licensed physician with advanced preparation in a specialized area of clinical practice who provides front line medical evaluation and care of patients at the Clinical Center. The staff clinician maintains a high level of clinical competence in an area of specialty practice integrating the art and science of medicine into practice.
Duties
Management and Supervision Duties
The Chief, Pain and Palliative Care Services provides leadership, management, and staff supervision of the Service.
The incumbent:
- Develops the Clinical Center's overall palliative care strategy and determines the necessary goals, objectives, and initiatives to achieve the strategic direction.
- Assesses, develops, implements, and manages the Service's programs and services which are consistent with organizational goals, priorities, and practices.
- Evaluates staff and organizational effectiveness in accomplishing assigned goals and tasks and troubleshoots issues that arise in accomplishing the goals and objectives of the Service.
- Oversee the development and implementation of more efficient and streamlined methods and procedures to accomplish the goals and objectives of the Service.
- Supervises a professional staff of physicians, nurses, trainees, program specialists, contractors and volunteers by planning and assigning work and evaluating work performance and training needs of subordinates. Supervision occupies less than 25% of the incumbent's time.
Physician Duties
Clinical Care
- Provides expert clinical leadership in the field of palliative medicine, overseeing the delivery of high-quality patient care to individuals with serious and life-limiting illnesses.
- Collaborates with an interdisciplinary team of healthcare professionals to develop and implement comprehensive palliative care plans tailored to each patient's needs.
- Maintains an active clinical practice and serve as a role model for compassionate and patient centered care.
Education of Fellows and Trainees
- Works with the director of the fellowship to oversee a robust palliative medicine fellowship program, ensuring that fellows receive comprehensive training in clinical palliative care.
- Provides mentorship and guidance to fellows and trainees, fostering their professional growth and development in the field of palliative medicine.
- Leads educational initiatives for healthcare providers across NIH, promoting the integration of palliative care principles into various clinical specialties.
Research
- Collaborates with other NIH institutes and Centers to leverage resources and expertise for palliative care research.
- Secures funding through grant applications to support research activities and contribute to the scientific literature in palliative medicine.
Requirements

Qualifications
In order to qualify for a Physician/ Staff Clinician GP-0602 position, you must meet the Education, Licensure, and Graduate Training requirement as described below. Desireable candidates should be board certified or eligible in hospice and palliative care:
Education Requirement:
Successful completion of the requirements for Doctor of Medicine or Doctor of Osteopathic Medicine, or equivalent, from a school in the United States or Canada. This degree must have been accredited by the Council on Medical Education of the American Medical Association; Association of American Medical Colleges; Liaison Committee on Medical Education; Commission on Osteopathic College Accreditation of the American Osteopathic Association; or an accrediting body recognized by the U.S. Department of Education at the time the degree was obtained. Successful completion of a Doctor of Medicine or equivalent degree from a foreign medical school that provided education and medical knowledge substantially equivalent to accredited schools in the United States that was demonstrated by permanent certification by the Educational Commission for Foreign Medical Graduates (ECFMG); OR
Possession of a Fifth Pathway certificate through the successful completion of premedical education in the United States AND graduate education from a foreign medical school that provided education and medical knowledge substantially equivalent to accredited schools in the United States; OR
Successful completion of the U.S. Medical Licensing Examination.
Licensure Requirement: You must have an active, current, full, and unrestricted license or registration as a physician from a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States.
Graduate Training Requirement:Subsequent to obtaining a Doctor of Medicine or Doctor of Osteopathic Medicine degree, you must have at least 1 year of supervised experience providing direct service in a clinical setting, i.e., a 1-year internship or the first year of a residency program in a hospital or an institution accredited for such training. Graduate training programs include only those internship, residency, and fellowship programs that are approved by accrediting bodies recognized within the United States or Canada. Descriptions of such programs are described below:
An internship program involves broadly based clinical practice in which physicians acquire experience in treating a variety of medical problems under supervision (e.g., internal medicine, surgery, general practice, obstetrics-gynecology, and pediatrics). Such programs are in hospitals or other institutions accredited for internship training by a recognized body of the Accreditation Council for Graduate Medical Education (ACGME); OR
A residency program involves training in a specialized field of medicine in a hospital or an institution accredited for training in the specialty by a recognized body of the American Medical Association, (AMA) or Accreditation Council for Graduate Medical Education (ACGME); OR
A fellowship program involves advanced training (beyond residency training) in a given medical specialty in either a clinical or research setting in a hospital or an institution accredited in the United States for such training.
Additional Qualification Requirement: To qualify at the GS-15 level, your resume must demonstrate at least 5 years of graduate training in the specialty of the position to be filled or 5 years of equivalent experience and training. You will receive credit for all experience material to the position, including experience gained in religious, civic, welfare, service, and organizational activities, regardless of whether you received pay.
