THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION. This National Guard position is for a HUMAN RESOURCES ASSISTANT (MILITARY), Position Description Number T5044000 and is part of the PA Deputy Chief of Staff for Personnel DCSPER, National Guard. 1 or more Position(s) may be hired against this Announcement.

Duties

As a HUMAN RESOURCES ASSISTANT (MILITARY), GS-0203-07, you will serve as a final reviewer of actions, which may include but are not limited to: accessions, promotions, transfers, boards, promotion eligibility; retirement eligibility; and actions that affect eligibility of educational or incentive benefits as well as sensitive, complex cases, which involve: allegations of inequitable, prejudiced, or similar treatment (e.g. issues of fraudulent enlistment or assignment; removal of military member from active or inactive status). Research and obtain all necessary relevant information regarding cases and issues and provides explanations and interpretations of rules, regulations, procedures, and requirements pertaining to actions taken or recommended. Serve as the primary point of contact, coordinator, and advisor for questions regarding Military Funeral Honors and/or Casualty Assistance. Perform other duties as assigned.

Qualifications

APPOINTMENT STATUS: EXCEPTED This is a Title 5 Excepted Service position in the Pennsylvania Army National Guard. AREA OF CONSIDERATION: Non-Bargaining Position AOC A: NG Employees working at the location specified. AOC B: NG Employees of the Pennsylvania National Guard. AOC C: Open to the public. Supervisor for this position is SFC Stephen Mays. *NOTE: Accessioning into this position is contingent upon verification of Tier 1 Security Clearance. GENERAL EXPERIENCE: Administrative or clerical experience, education, or training which demonstrates the candidate's ability to perform the duties of the position. Experience using computer and automation systems. SPECIALIZED EXPERIENCE: Application must indicate 12 months experience that equipped you with the particular knowledge, skills, and abilities (KSA's) to perform successfully the duties of the position, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level. Experience can be in providing assistance to dependents concerning benefits and entitlements, plan and schedule tasks and training activities for traditional status guard members and monitoring the training status of personnel. QUALITY OF EXPERIENCE: Length of time is not of itself qualifying. Candidates' experience should be evaluated on the basis of duties performed rather than strictly on the rank of the individual; however, established compatibility criteria/assignments must be followed. The applicant's record of experience, training, and education must show possession of the knowledge, skills, and abilities needed to fully perform the duties of the position to be filled.
