This position is located in the U .S. Department of Agriculture (USDA), Animal and Plant Health Inspection Service (APHIS), Wildlife Services (WS) program. You will be responsible for providing recommendations to administrative personnel and assisting the State Director in conducting and coordinating the administrative support activities in the areas of budget and fiscal management, procurement, property, personnel, data processing, and record keeping for the program.

Duties

The duties may include, but are not limited to: Participates in the development, preparation, and review of financial reports and budgetary summaries as well as the execution and presentation of budget and financial information. Works closely with the State Director, Budget Technician, and Regional Office in reflecting proposed changes to support budget documents and analyzes the effect of such changes on WS projects. Serves as the primary point of contact for questions related to funding sources (federal and cooperative) allocated for the state WS program. Makes recommendations regarding adjustment of funds to provide effective and economical utilization of all available financial resources. Compiles and prepares the annual operating, work, and financial plans for the state WS program. This requires a general knowledge of the cooperative, reimbursable, interagency and trust fund agreements, miscellaneous field agreements, and federal allocations. Incumbent monitors the use and rate of expenditures as they relate to the actual or anticipated budgetary constraints and keeps the State Director informed of those items. Prepares budget projections based on general knowledge and information received from the State Director and Regional Office. As assigned, enters budget related data, summarizes budget data, reviews data requests and accounts, and provides recurring reports to cooperators, the State Director, and Regional Office.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement, including specialized experience and/or education, as defined below. FOR THE GS-09 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-07 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates: Experience utilizing federal or similar regulations and regulatory provisions applied to the appropriation and budgetary process required to compile, organize and track continually changing expenditures. Experience working with the APHIS Cost Management System (ACMS) or a similar ledger system for creating planned/committed ledger entries, salary projections, allocations, and agreements for reconciling and analyzing continually changing financial data. Experience in organizing financial data, contracts/agreements, invoices, and budgetary documents to complete work accurately and in established formats. OR Master's or equivalent graduate degreeor 2 full years of progressively higher-level graduate education leading to such a degree in business administration, finance, accounting. OR LL.B. or J.D., if related Equivalent combinations of education and experience are qualifying for this grade level. This education must have been successfully completed and obtained from an accredited school, college, or university. COMBINATION OF EDUCATION & EXPERIENCE AT THE GS-09 GRADE LEVEL: Applicants may have combinations of successfully completed education and specialized experience to meet total qualification requirements. The total percentages must equal at least 100 percent to qualify for that grade level. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
