About the Position: This position is with the Blue Grass Army Depot located in Richmond, KY. Richmond is the home of Eastern Kentucky University and is 20 miles south of Lexington, the Horse Capital of the World and regional center to the Kentucky Bourbon Trail.

Duties

Recommend alternative methods to achieve effective communication and coordination with installation and higher headquarters personnel. Provide program/budget policy to all Directorates ensuring appropriate funds management is followed. Provide workload and resource guidance to the program directors for development of operation program areas and internal operating schedules. Provide written advice to Senior Managers on budgetary and financial execution issues. Develop the annual phasing plan and effectively monitor the actual execution, identifying all variances from the plan. Provide sound analysis or unit cost estimates and determine validity of estimates. Direct the development of the Army working capital fund long range work planning budget that covers multiple years and appropriations. Analyze guidance and the impacts to depot budget and annual funding program. Provide support and guidance on programming of funds and funding levels due to changes in workload and/or mission. Interpret financial regulatory guidance and perform research to ensure compliance with applicable regulations and US Codes. Perform analysis from expense and revenue necessary to accurately report data that is generated within and external to the system of record. Implement working capital fund audit readiness requirements and develop processes for sustainment. Perform hiring and succession planning for assigned work area. Execute the full range of personnel performance management to maintain a professional workforce. Meet with all personnel to assure that functional requirements are being met. Develop performance standards and arrange for training needs of employees. Determine appropriate visual and narrative formats for presenting information to management. Correspond both internal and external on various installations projects and missions. Develop and presents oral and written presentations, statistical summaries, charts and other graphic aids to various levels of management.
