Duties

This is not a virtual position. The duty station is located in the Hoover Dam. The IT Specialist (SYSADMIN) duties at the full-performance level GS-11 include: Optimizes the functionality of systems. Maintains systems integrity and availability, anticipating likely capacity or configuration problems and initiating corrective or preventative actions. Diagnoses and recovers failed systems. Consults with customers to identify priorities and best approaches for integrating systems administration requirements into daily operations. Researches options for problem resolution and recommendations. Presents in writing or orally to audiences within and external to the organization, identifying priorities and barriers to project accomplishment.

To be rated as qualified for this position, the HR Office must be able to determine that you meet the specialized experience requirement - this information must be clearly supported in the resume. GS-09: To qualify for the GS-09 grade level based on experience, your resume must reflect one year of specialized experience equivalent to at least the GS-07 grade level in Federal service AND the competencies listed below, OR, one two full years of progressively higher-level graduate education leading to a Master's degree or equivalent graduate degree, or Master's or equivalent graduate degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, technology management or a degree that provided a minimum of 24 semester hours in one or more fields identified above and required the development or adaptation of applications, systems or networks. Specialized Experience for GS-09: is defined as experience such as experience such as a working knowledge in programming languages (i.e., Visual Basic, C++, .Net and Python) OR experience working with an industrial control system, AND additional experience in at least one of the following supporting and maintaining SANs and virtual servers; experience installing server upgrades; monitoring server performance using performance monitoring tools; scheduling, monitoring, and verifying the integrity of systems backups and restoring files as needed; correcting security vulnerabilities; or monitoring and troubleshooting system availability; and providing training and assistance to end users on hardware/software operations. GS-11: To qualify for the GS-11 grade level based on experience, your resume must reflect one year of specialized experience equivalent to at least the GS-09 grade level in Federal service AND the competencies listed below. OR a PhD or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks. Specialized Experience for GS-11: Defined as experience such as such as experience applying and translating code in programming languages (i.e., Visual Basic, C++, .Net and Python), supporting and maintaining Storage Area Networks (SAN), physical and virtual servers, and backup systems; experience installing servers, patches, Operating System updates, and hardware upgrades; correcting security vulnerabilities; or monitoring server performance. Competencies: Your resume must reflect experience in each of the four following competencies: 1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. 2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. 3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. 4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgement to generate and evaluate alternatives, and to make recommendations. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Time-In-Grade: Current career or career-conditional employees of the Federal government, or former career or career-conditional employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower-grade, with few exceptions outlined in 5 CFR 300.603(b). Applicants eligible under the Land Management Workforce Flexibility Act (LMWFA) are not required to meet time-in-grade restrictions in order to be considered. You must meet all Eligibility and Qualification requirements, including time-in-grade restrictions and any selective placement factors if applicable, by 01/16/2024.

Education

This vacancy announcement allows substituting education for experience at the GS-09 and GS-11 grade levels. You must submit a copy of college transcript(s) (unofficial copy is acceptable) to support claimed education if substituting education for experience. Transcripts must include the name of the college or university and date the degree was conferred. A typed list of courses, grades, semester/quarter hours, GPA, etc. will not be accepted. Non-submission may result in being rated not qualified for the position.

Accreditation: Only education from an accredited college or university recognized by the Department of Education is acceptable to meet education requirements or to substitute for experience, if applicable. Foreign Education: To receive credit for education completed outside the United States, you must show proof that the education has been submitted to a private organization that specializes in interpretation of foreign educational credentials and such education has been deemed at least equivalent to that gained in conventional U.S. education programs.
