Duties

The purpose of the position is to serve as a Program Manager over a critical program segment for which both the scope and effect of the work have CBP-wide or program office-wide impact. This position starts at a salary of $122,198.00 (GS-14, Step 1) to $158,860.00 (GS-14, Step 10) with promotion potential to $158,860.00 (GS-14 Step 10). Salary: Salary listed reflects the rest of U.S. scale and, if applicable, will be adjusted to meet the locality pay or cost of living expenses of the duty location upon selection. Typical work assignments include but are not limited to: Representing the Office of Trade's programs policies and initiatives by serving as an official liaison to senior leadership top level government officials and key outside stakeholders. Overseeing Branch services and ensuring mission and program delivery and superlative customer service by establishing deadlines and expectations setting priorities providing managerial oversight and clear direction to a staff of GS-11 through GS-13 analysts. Supporting forward leaning Trade Modernization policy and program efforts affecting both CBP and external trade stakeholders. Providing high-level expertise and guidance to senior leadership on a variety of important programs and projects for Trade Modernization efforts.

Qualifications

Experience: You qualify for the GS-14 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as: Managing branch staff and reviewing their work products, and ensuring products are complete and compliant with OT policy. Ensuring that individual program needs are met, and determining areas for potential coordination, contribution or consolidation with other OT programs. Preparing and delivering clear concise compelling and accurate written and verbal communications to senior leadership and stakeholders at a variety of levels. Serving as an Office of Trade program lead and representing programs at CBP, DHS and interagency events when requested. Evaluating and considering the impact of changes in legislative and DHS and CBP regulatory requirements on long-range goals and objectives. Developing thorough knowledge of U.S. government policies laws and regulations as well as international policy and legal developments and attaining demonstrated subject matter expertise related to a complex field of government activity such as - but not limited to - the facilitation or enforcement of international trade. You must: Meet all qualification requirements, including education if applicable to this position, subject to verification at any stage of the application process; and Meet all applicable Time in Grade requirements (current federal employees must have served 52 weeks at the next lower grade or equivalent grade band in the federal service) by 01/12/2024. Current and former federal employees may be required to serve or complete a probationary period.
