This position is part of the Department of Energy, Office of the Chief Information Officer. As an Information Technology Specialist, you will be responsible for identifying technical and process improvements to elevate the quality of work performed by individual analysts, team leads, and other technical staff, as well as developing reporting metrics and categorizations for intrusion attempts; identifying incident trends; and reviewing intrusion detection analysis.
Duties
As an Information Technology Specialist, you will:
Coordinate information management, reviewing the quality of the intrusion detection analysis performed by individual analysts, team leads, and other technical staff as well as of the notification and remediation support provided to impacted stakeholders.
Develop overall strategy and plans for cyber management reports; provides statistics and supporting data in response to regular and ad-hoc requests for information.
Utilize National Institute of Standards and Technology (NIST) special publications and federal cyber governance, and policy, as well as the governing laws, regulations, and implementation of cybersecurity safeguards.
Provide data analysis applicable to the discovery of potentially malicious or statistically unusual patterns.
Develop reporting metrics and categorizations for intrusion attempts and related activities as well to identify incident trends.

- This position does not support 100% remote work. You will be required to report physically to the official reporting worksite as specified by the supervisor, but no less than 2 days per pay period.

- This position is a Testing Designated Position (TDP) subject to applicant testing and random drug testing thereafter. Failure to test or a positive result on random drug tests conducted after appointment may result in removal from Federal employment.
- This position has been designated as CRITICAL and requires a security clearance at the "Q" Level. The incumbent is required to obtain and maintain this clearance; failure to do so may result in separation from federal service.

- This position is not included in a Bargaining Unit.
- Occasional travel is required.
- This position may require the incumbent to be on-call.
Qualifications
BASIC REQUIREMENT:
For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below. The employing agency is responsible for identifying the specific level of proficiency required for each competency at each grade level based on the requirements of the position being filled.

In addition to the competencies, a qualified candidate's online application and resume must also demonstrate at least one year of specialized experience equivalent to the next lower grade level in the Federal service.
SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-13) in the Federal service. Specialized experience for this position is defined as meeting ALL of the following:
Assisting with the operation of a 24x7 team responsible for cyber monitoring, detection, prevention, analysis, response, and reporting.
Providing data analysis applicable to the discovery of potentially malicious or statistically unusual patterns.
Utilizing cloud monitoring of Infrastructure as a Service (IaaS), Platform as a Service (PaaS), Software as a Service (SaaS), or container technology.
Applying poly-cloud security monitoring and Cloud Access Security Broker (CASB) log notification, alerts, and analysis to access risk and make access decisions.
Education cannot be substituted for experience at the GS-14 grade level.
"Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
