About the Position: This position is located at Rosslyn, Virginia. This is a Direct Hire Solicitation. A recruitment or relocation incentive may be authorized. Salary negotiation may be available for those candidates who are new to Federal service. Student Loan repayment may be authorized.

Duties

Responsible for management of cost, schedule, and performance of Military Health Systems Acquisition Programs within the Defense Health Agency. Plan, analyze, and review major programs associated with the acquisition of capabilities involving information technology, services, medical devices, pharmaceuticals, facilities, etc., within the Military Health System. Determine within given requirements and constraints, a design test strategy, implementation method, and acquisition requirements. Conduct pre-evaluations of existing systems to determine cost, configuration compliance, performance, adequacy, and assess potential problems. Oversees support during tests, system installations and whether advancements in IT technology should be incorporated. Participate in overall performance of contractors deliverables, and assesses contractors technical performance.

Requirements

  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
  • This position requires you to submit a Public Financial Disclosure Report (OGE 278) or a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter.
  • Practitioner This is a DOD Acquisition, Logistics and Technology Workforce position. Selectee must meet position requirements for Program Management certification within 60 months as of entrance on duty.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Basic Requirement for Program Manager, NH-0340-04: Specialized Experience: One year of specialized experience which includes assisting in planning or analyzing major programs associated with the acquisition of capabilities involving information technology, services, medical devices, pharmaceuticals, facilities, etc., within the Health System. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (NH-03). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. **Defense Acquisition Workforce Improvement Active Career Field. DOD Position Certification Level and Training Requirements. All Acquisition Workforce Positions Mandated in Title 10, USC, Section 1723. DoD 5000.52-M, DOD Acquisition Career Development Program contains specific requirements for acquisition categories and grade/level. The employee must meet the DODI 5000.66 requirements applicable to the Career Category/Functional Area and the Career Level Certification assigned on the sequenced position Conditions of Employment data filed in the header of the PD/PRD.
