Duties
Through intimate knowledge of the National Park Service and the park's mission, organization, policies and management principles, as well as applicable Federal and state laws and regulations, the incumbent directly oversees the coordination and delivery of the park's multi-faceted interpretation and education programs, including visitor centers, special events, formal and informal interpretation, historic weapons program and curriculum-based education program, partner and volunteer provided programs, non-personal service program, and special initiatives.
The preserve is 47,000 acres and contains numerous cultural and natural sites. The preserve is managed through a complex agreement with Florida State Parks and the City of Jacksonville and the National Park Service making it the largest urban park system in the lower 48. Management of such a diverse cooperation of agencies requires the incumbent to have daily contacts with Federal, State and Local officials to determine long-range plans and immediate needs for the educational and interpretive programming of the preserve. The incumbent coordinates regularly with officials from other agencies on several annual special events. The incumbent is also a key member of the park's management team and regularly represents and advises the superintendent.
The Preserve protects vast and diverse natural and cultural resources including the protection of the natural ecology and complex Salt/ marsh/estuarine ecosystem in the St. Johns and Nassau River Valleys. The Preserve also protects over 12,000 Years of human history and historic and prehistoric sites along the St. Johns and Nassau Rivers in Northeast Florida.
Area Information
The Timucuan Ecological and Historic Preserve is located on or near the banks of the St. John's River in Jacksonville, Florida approximately 13 miles from downtown Jacksonville. The park headquarters is located near Fort Caroline National Memorial and serves a great central location to all the multiple park sites including the Theodore Roosevelt Area, Fort Caroline, Spanish Pond, Ribault Monument, Spanish America War Battery, Cedar Point, Thomas Creek and Kingsley Plantation.
Jacksonville is an amazing city with numerous amenities including a professional football team, minor leave baseball and hockey teams, great restaurants and tons of outdoor activities. Jacksonville is also home to an international airport making domestic and international travel easy and assessable. Jacksonville is home to many universities including University of North Florida, Florida State College of Jacksonville, University Florida College of Medicine, Edward Waters College and Jacksonville University. In addition, its home to two major navy installations and contains numerous small communities withing commuting distance including Riverside, Murray Hill, San Marco, Ortega, Orange Park, Mandarin, Atlantic beach, Neptune beach, Jacksonville Beach. Historic St. Augustine Florida, the oldest city in the United States is just a short drive away. National Park Units are a short drive including Castillo De San Marcos, Fort Matanzas, and Cumberland Island National Seashore. Florida also boasts one of the largest state park systems with nearly 200 state parks to explore. Jacksonville, referred to as the River City is a water lovers and fisherman's paradise has an impressive 1,100 miles of navigable waters, including 22 miles of beaches and 40 miles of Intracoastal Waterway. Jacksonville has the longest stretch of the St. Johns River. It is the perfect area to get out and enjoy the sunshine and warm waters, go fishing, hiking, kayaking, or hanging out on the beaches.
Qualifications
All qualifications must be met by the closing date of this announcement-01/29/2024-unless otherwise stated in this vacancy announcement.
Credit will be given for all appropriate qualifying experience. For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 for each federal position listed as part of your application to be used to validate your work schedule and determine the amount of qualifying experience that you will be granted. An award SF-50 will not be acceptable documentation for which to consider your amount of qualifying experience. For all other applicants who are not current federal employees, your resume must state either "full-time" (or "40 hours a week") or "part-time" with the number of hours worked per week to ensure proper crediting of specialized experience. Failure to adequately provide information needed to determine number of hours worked in each position may result in that time not being credited when evaluating qualifying experience.

To qualify for this position at the GS-12 grade level, you must possess the following minimum qualifications by close of the announcement:
EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-11 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as: supervising a park education and interpretive program; serving as a lead interpretive ranger, educator or teacher in a park, historic site, recreation, or conservation area; management or program specialist work involving the development and/or implementation of policy related to the education/interpretation programs in park areas or similar operations; or other similar work. You must include hours per week worked.
Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

There is no substitution of education for experience at the grade level(s) of this announcement.
