About the Position: Serves as the Operations Specialist within the Fort Knox Directorate of Emergency Services (DES) and is responsible for a variety of sensitive and critical installation wide programs directly affecting the life, health, and safety of all installation employees, Soldiers, family members and visitors.
Duties
Design and advise on policies, plans, organizational structure, and systems to achieve long- and short-term goals.
Determine objectives and strategies, coordinate with other parts of the organization to accomplish goals, monitor and evaluate the progress and outcomes of operational plans, and anticipate potential threats or opportunities.
Apply change management principles, strategies, and techniques required for effectively planning, implementing, and evaluating change in the organization.
Apply public safety and security operations, occupational health and safety, investigation and inspection techniques, and rules, regulations, precautions, and prevention techniques for the protection of people, data, and property.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Incumbent must be able to obtain and maintain a Secret clearance.
- This position is designated as Key. Incumbent must be exempted from recall to active duty because of Reserve or retired military obligations.
- May be subject to a two-year probationary period.

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Specialized Experience: One year of specialized experience which includes work demonstrating the following: 1) managing a police, security guard, fire, or protection organization in accordance with the States and Federal laws, regulations, and policies, 2) providing analytical and evaluative input on the operations of emergency services programs, and 3) spearheading projects and studies for an emergency services program.
This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).

Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Criminal Justice, Emergency Services. Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
