About the Position: Serves as a Human Resources Specialist responsible for providing employee development and training services within the Civilian Human Resources Agency-Defense Health Agency, Center of Excellence (CHRA DHA CoE). Incumbent will be responsible for collaborating with technical training proponents to develop annual training plans and course schedules to support DHA Network employee training needs as well as the Workforce Development Center.

Duties

Facilitates and instructs HR-related training courses. Utilizes automated training systems to create, select, graduate and update training information. Manages assigned training classes following standardized CHRA and DoD practices, policies and procedures. Resolves employee development, training and course management issues adhering to standardized CHRA and DoD practices. Compiles results of student surveys to evaluate course effectiveness and sends to the appropriate point of contact for review. Participates in special projects to improve automated training systems, training policies and procedures and/or other assigned training related task and processes in support of the DHA CoE Workforce Development Center and DHA.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Tier 1 security investigation or access for the duration of employment. A background investigation and credit check are required.

Specialized Experience: One year of specialized experience which includes implementing human resources training plans and analyzing issues impacting program objectives; facilitates an effective training delivery system and methodology to serve the needs of the customer; identifies training solutions to be administered; plans, administers, or directs long-range training plans and specific projects to satisfy training requirements; analyzes and measures the effectiveness, efficiency, and productivity of HR training; makes recommendations to improve course management and delivery. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree with a major study in Human Resources or other fields related to the position to be filled. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. You will be evaluated on the basis of your level of competency in the following areas: Human Resource and Career DevelopmentOral CommunicationProblem SolvingWorkforce DevelopmentWritten Communication Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09).
