This position is the OEHE Program Specialist at the California Area Indian Health Service (CAIHS), Office of Environmental Health and Engineering (OEHE), Division of Sanitation Facilities Construction (DSFC). The purpose of the position is to provide program support services to OEHE and DSFC programs.

Duties

Enters project-specific data into Sanitation Tracking and Reporting System (STARS). Creates projects in the Sanitation Deficiency System (SDS) and Project Data System (PDS). Responsible for working with engineers to get all data and update milestones, Fund Advice, and Attachments by established deadlines. Serves as the authoritative source for preparation and control of correspondence and project documents. Creates ad hoc reports in the Financial Business Intelligence System (FBIS) to track down specific expenses or obligations. Serves as requestor and/or receiving official for OEHE programs and offices in the United Financial Management System (UFMS) and the Federal Obligation Requisition Management System (FORMS). Arranges travel, prepares and submits travel authorizations and travel vouchers for all assigned OEHE personnel.

Qualifications

To qualify for this position, your resume must state sufficient experience and/or education, to perform the duties of the specific position for which you are applying. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; social). You will receive credit for all qualifying experience, including volunteer and part time experience. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. MINIMUM QUALIFICATIONS: GS-07: Your resume must demonstrate you possess at least one (1) full year of specialized experience equivalent to at least the GS-05 grade level in the Federal service. Examples of specialized experience include: prepare budget estimates, progress reports, or cost tracking reports for assigned projects; schedule travel for staff; and/or gather data and update project milestones and other metrics in a database [such as Sanitation Tracking and Reporting System (STARS)]. OR Completion of a Bachelor's degree with Superior Academic Achievement (S.A.A.) in a field that demonstrates the knowledge, skills, and abilities necessary to do the work of the position. GS-9: Your resume must demonstrate you possess at least one (1) full year of specialized experience equivalent to at least the GS-07 grade level in the Federal service. Examples of specialized experience include: analysis of projects obligations and expenditures to find and correct anomalies (e.g. negative balance); generate reports from a database [such as Sanitation Tracking and Reporting System (STARS)] to track meeting project goals; and collect data to produce and distribute project documents. OR A master's degree, equivalent graduate degree, 2 full years of progressively higher level graduate education leading to such a degree, or an LL.B. or J.D. in a related field that demonstrates the knowledge, skills, and abilities necessary to do the work of this position. Time In Grade Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP).
