The primary purpose of this position is: To exercise second level supervisory and managerial authorities over the 60 Security Forces Squadron. Responsible for day-to-day operations, planning, administration, supervision, and direction of squadron personnel. Develops policies and procedures for accomplishment of assigned security and law enforcement organizational mission.

Duties

1. This position will support the Federal Government's response efforts to COVID-19. 2. Plans, organizes, and directs flight operational activities, ensuring security and law enforcement functions comply with legal/regulatory requirements and meet customer needs. 3. Exercises supervisory management responsibilities; Performs and enforces the full range of police officer duties within the military installation. 4. Represents the Security Forces Squadron with a variety of installation and functional area organizations. 5. Reports to the Operations Officer and Squadron Commander of Security Forces and performs other auxiliary, security and law enforcement functions.

  • This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing.

  • Incumbent must be qualified in the use of required weapons. The work may require the employee to drive a motor vehicle and an appropriate, valid driver’s license will be required.
  • This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position.
  • May occasionally be required to work other than normal duty hours; overtime may be required. May be required to wear special protective clothing such as coats, boots, vests, gas masks, and/or helmets
  • and may be exposed to high levels of noise such as aircraft engines.
  • Must pass an initial pre-employment medical examination, periodic medical examinations, required initial and annual physical fitness/physical agility tests, meet established hearing standards, and discern colors, contrast, and depth.
  • Must undergo initial and periodic job compatibility assessments. Must obtain and maintain current required certifications in CPR techniques, self-aid buddy care, and first aid.
  • Must wear a uniform and meet applicable AF dress and appearance standards and must obtain and maintain an appropriate security clearance.
  • Must follow applicable fitness and weight standards.
  • Must pass initial formal law enforcement training school as determined by functional.
  • Work may occasionally require travel away from the normal duty station on military or commercial aircraft.
  • Incumbent will be exposed to the day-to-day dangers associated with law enforcement and security duties.
  • This position may be designated mission essential based on local conditions. Mission essential personnel report for duty at normal times when the base is closed or delayed reporting and remain on duty during phased or early release.
  • This is a Mission Essential (ME) position performing a Mission Critical Function (MCF) which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions. (CONT. Below in QUALIFICATIONS)

Qualifications

(CONT. From CONDITIONS OF EMPLOYMENT above) IAW, DoDI 3020-42, Defense Continuity Programs. This position is designated as a key position IAW AFI 36-507. Duties of this position are locally determined to be essential to accomplishment of wartime/contingency operations. Incumbents of key positions must be removed from their military recall status if alternatives for filling the position during an emergency is not available. Incumbent must be able to obtain and maintain a secret security clearance. QUALIFICATIONS: In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, to include the Individual Occupational Requirements (IOR) for the Police Series, 0083. SPECIALIZED EXPERIENCE: CURRENT AND PRIOR FEDERAL EMPLOYEES: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. EXTERNAL APPLICANTS: must have at least one (1) year of specialized experience at the next lower grade GS-10, or equivalent in other pay systems. Examples of specialized experience includes anti-terrorism/force protection, preserving the peace, detecting and investigating crimes against persons and property, apprehending/detaining violators, and assisting base citizens in emergency situations. Enforcing a wide range of federal laws and assimilating local laws for application and enforcement within federal jurisdiction and when authorized, in proprietary jurisdiction. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. Current and Prior Federal Employees: One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. External Applicants: One year at the GS-10 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of law enforcement and anti-terrorism theories, principles, methods, techniques, and practices to establish policies and procedures and administer a comprehensive security/law enforcement protection program. 2. Knowledge of safety and security regulations, practices, and procedures. 3. Ability to operate and direct others in operating under stressful and dangerous conditions. 4. Knowledge of the tactics, techniques, and procedures necessary for preparation and response to catastrophic events, enemy attacks, and related threats to installations. 5. Ability to plan, organize, direct the functions, mentor, motivate, and appraise the staff of an organization through subordinate supervisors and to communicate both orally and in writing. 6. Ability to formulate and effectively implement special operating requirements, methods, and procedures for enforcing specialized personnel access controls and preventing unauthorized access to areas where stringent security requirements are enforced. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
