The New Mexico VA Health Care System is searching for a Procurement Technician to serve within Facilities Management.

Duties

Contract Administration & Procurement Serves as a technical expert in Federal Acquisition Regulations (FAR), VA Acquisitions Regulations (VAAR) and other federal procurement laws and regulations. Works with other Contracting Officers Representatives (CORs), logistics staff, and other stakeholders to establish effective acquisition procedures for the Engineering Service. Evaluates the need and/or changes of supplies/services and identifies needed changes to processes and recommends appropriate changes based on findings. Confers with service contracting officer representatives (COR) regarding contract performance/milestones and assists with understanding the technical requirements. Communicates with vendors and personnel in logistics, finance, contracting, and Engineering Service. Financial Management Assists the supervisor regarding financial management for the Engineering Service. Incumbent is a purchase cardholder and responsible for the procurement of both routine and non-routine supplies up to the established purchase card limit. Responsible for certification and authorization for payment against obligations. Maintains a thorough knowledge of financial systems. Responsible for reporting payment discrepancies to Financial Management immediately for corrective action. Customer Service Meets the needs of customers while supporting the Medical Center and service missions. Communicates and treats customers (patients, visitors, volunteers, and all Medical Center staff) in a courteous, tactful, and respectful manner. Handles conflict and problems in dealing with the customer constructively and appropriately. Work Schedule: 730-1600 Virtual: This is not a virtual position. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 01/12/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-06 position you must have served 52 weeks at the GS-05. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-05 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Knowledge of regulations and requirements related to quality assurance methods; Interpreting, explaining, and applying technical requirements and specifications to complex issues such as developing quality controls, process assessments, reviews and investigations of supplies and services; Knowledge of conventional factfinding or investigative techniques, and skill to develop, analyze, and evaluate facts; Maintaining effective working relationships; Knowledge of budgeting/accounting procedures and payroll-related processes; Preparing requisitions and contracts, and invoicing procedures; Identifying and extracting budgetary information to compile, summarize, record and prepare information about the budget and on the distributions of allotments, obligations and expenditures, and to ensure compliance and recommend actions. You will be rated on the following Competencies for this position: Administration and ManagementContracting/ProcurementFinancial Management Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work is partly sedentary, and occasionally involves intermediate periods of walking, bending, stooping, lifting, carrying, moving (up to 50 pounds) supplies or equipment, reaching, pulling, and working at a keyboard and monitor. Work areas are generally small and the incumbent may have interruptions by other Engineering staff members. The variety of tasks involved, the circumstances under which they must be performed and the nature of Engineering operations may from time to time increase the pace of the day-to-day computer-related troubleshooting activities.
