This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for (DHA Certain Personnel Workforce for DoD) to recruit and appoint qualified candidates to positions in the competitive service. About the Position: This position is located at the Gavins Point Project Office. Gavins Point Dam and Lewis and Clark Lake, located on the Missouri River five miles upstream of Yankton, South Dakota. Applicants applying for Yankton, SD will have their duty station set as St. Helena, NE.

Duties

Performs power-plant operations utilizing the REHAC remote control consoles to start, stop,change generation and voltage levels on the 36 generating units. Monitors REHAC remote control consoles and logging devices for information or possible abnormal power-plant and transmission line conditions. Monitors and checks automatic acquisition of power, water, meteorological, hydrological, and other pertinent data for accuracy and completeness. Uses data to prepare reports and update operating record files. Maintains REHAC system operations log. Assists supervisor in developing, reviewing and correcting REHAC SOP's, drawings, and Operations and Maintenance manuals.

Requirements

• Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
• Employee must complete periodic CPR and first aid training.
• Incumbent must be able to obtain and maintain a state issued driver’s license

Minimum Qualifications (Screen Out Element): Ability to do the work of a(n) Power Plant Senior Controller ~ without more than normal supervision. Have the ability to perform common power-plant switching orders and emergency operating procedures. Can utilize remote control consoles to test energizes transmission lines and place reclosers in or out of service. Work under normal supervision of a work leader or journey-level employee who observes tasks in progress and upon completion to make sure they are properly performed. - Failure to meet this Screen out Element will result in an ineligible rating. PHYSICAL EFFORT: The work is mostly sedentary, sitting at the REHAC control consoles; however, some walking, bending, and climbing is required in the performance of various assigned duties. WORKING CONDITIONS: Most duties are performed within the confines of the REHAC Gavins Point Power-plant control room. Occasionally duties may be assigned on the generator and turbine floor, spillway, and switchyard. Some exposure to moderate discomforts such as noise, heat, cold, moving, and rotating equipment can be expected.
