The Office of the Director of National Intelligence (ODNI) Directorate for Mission Integration (MI) creates a consistent and holistic view of intelligence from collection to analysis and serves as the Director of National Intelligence's (DNI) principal advisor on all aspects of intelligence. MI integrates mission capabilities, informs enterprise resource and policy decisions, and ensures the delivery of timely, objective, accurate, and relevant intelligence.
Duties
Major Duties and Responsibilities:
The National Intelligence Collection Officer for Africa is responsible for developing multi-INT and cross domain collection plans for the IC's Africa community. NICOs drive the implementation of NIM-led initiatives to promote integration and serve as the senior collection advisor and strategist to the National Intelligence Manager for Africa (NIM-AF).
Baseline current collection capabilities to include comprehensive posture and mission management plans, and enhance IC collection against policymaker intelligence priorities.
Lead, initiate, cultivate, and maintain productive working relationships with senior policymakers across the IC in order to coordinate strategy development activities and evolving requirements and promote the implementation of mission and enterprise objectives.
Assist the NIM in determining health of the IC's Africa mission to include the state of collection and gaps focused as outlined in the UIS for Africa. Support initiatives that further Africa mission integration, such as changes in mission posture, risk, and mitigation, and identify and raise new ideas to advance mission management.
Manage partnerships and communicate with stakeholders across the Africa mission to synchronize collection requirements and resources. Foster and cultivate strategic alliances and professional networks across the IC and interagency partners to facilitate attention on NIM Africa's UIS priorities.
Rank and prioritize competing requirements for additional capabilities through a transparent and accountable methodology. Advise leadership on future collection capabilities and influence prioritization for the Africa mission. Serve as an advocate for Africa collection initiatives and projects, and develop a range of strategies and assessments based on collection capabilities and limitations.
Support briefings to senior IC officials and other major stakeholders on collaboration, progress, issues and challenges.
Qualifications
Mandatory Requirements:
Expert knowledge of IC organizations' missions in order to develop the national-level strategies and policies necessary to support U.S. national security and foreign policy interests.
Superior leadership skills and ability to lead interagency working groups, build coalitions with IC elements to achieve common goals.
Superior ability to design and implement strategies for IC initiatives and programs.
Superior analytical and critical thinking skills, including the ability to think strategically, identify needs and requirements, develop recommendations, and evaluate outcomes against goals and objectives.
Expert interpersonal, organizational, and problem-solving skills, including a demonstrated ability to work effectively both independently and in a team environment.
Superior oral and written communication skills with expert ability to communicate effectively with people at all levels (both internal and external), brief management on findings, and organize and edit written reports of varying length and complexity.
Desired Requirements:
Bachelor's degree or equivalent experience as determined by mission specialty area.
Ten years of experience leading strategic planning, managing, and directing the successful efforts of a government or private organization.
Proven ability to manage strategic and tactical level topics, develop innovative recommendations for solutions or initiatives to synchronize and advance UIS objectives.
