THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION.
This National Guard position is for a HR SPEC (MILITARY), Position Description Number T5651000 and is part of the KS 184 Intelligence Wing, National Guard.
Duties
As a HUMAN RESOURCES SPECIALIST, GS-0201-09 you will pprovide human resources services to Title 32 (T32) Technician, Title 5 (T5), and Active Guard Reserves (AGRs). The position is a remote from the Human Resources Office (HRO) and embedded within the Military Personnel Section. The primary function of this position is to provide guidance, advise, support and clerical assistance on human resource matters to commanders, line supervisors, managers, and technicians at the base or unit organizational level and to coordinate such matters with the HRO.

- Applicants must have experience in the field of Human Resources or as a Military Personnelist.
- The incumbent of this position description must have, at a minimum, a completed National Agency Check (NAC) prior to position assignment.
- Irregular and overtime (compensatory) hours may be required to support operational requirements or contingencies.
- Position designated Essential Personnel, may be subject to duty in preparation for, or in response to, state emergency/ disaster declaration. This designation will not exceed 14 calendar days per year unless otherwise approved in advance by the TAG.

Qualifications
GENERAL EXPERIENCE: Must have the following seven basic qualification competency factors:
Skilled in collecting and analyzing data effectively, efficiently, and accurately;
Ability to clearly enunciate English without impediment of speech that would interfere or prohibit efficient communication;
Ability to write English in reports and presentation formats;
Ability to communicate clearly and effectively;
Skilled in presenting formal training presentations and briefings;
Ability to assess body language and perceive emotional and/or distress levels; and,
Skilled in applying procedures and directives by reading and interpreting program material.
SPECIALIZED EXPERIENCE: Must have at least one year of specialized experiences at the GS-07 level or the equivalent which provided a working knowledge of National Guard missions, organizations, and federal civilian or military personnel programs. Must have experiences in executing personnel programs and Human Resources Information Systems, as applicable to the specific position and its position description. Have a working knowledge of organizational structures; Experienced in performing personnel program requirements that involve advising supervisors and managers; and, civilian promotions. processing assignments or reassignment actions; reviewing human resources development programs; applying education and training policy requirements; discussing retraining procedures; and/or providing retirement options. Have experiences in career counseling; and, conducting educational and skill development personnel course programs. Skilled in applying program policies, directives, publications, and training manuals. Experienced in performance management and productivity programs; or, advising on process improvement, best practices, and performance techniques.
