Duties

Participates in the planning, implementing and coordination of all aspects of the Northern California district prescribed fire and fuels management program. Provides technical assistance to field office Fuels staff in program direction, short- and long-range planning; budgeting; and, managing wildfire suppression, fuels management, and prescribed fire programs. Researches the effects and behavior of prescribed fire to assist in the development of short-term fire management objectives and strategies. Evaluates prescription treatments, monitoring methods, and new technologies and, as appropriate, makes refinements to improve the organization's effectiveness. Participates in preparation, ignition, holding, mop-up, and rehabilitation are completed to the standards specified and in accordance with regulations, policies, and guidelines. Serves as a Contracting Officer’s Representative on fuels management contracts and is responsible for the preparation of contract specifications and performance measures. Serves as Program Officer in the development, coordination, implementation, and evaluation of Fuels Management agreements. Serves as Program Officer in Interagency, Good-neighbor, cooperative, and service agreements with private cooperators and state/ local or federal government agencies. Conducts fuels management inventories and monitoring to document presence, amount, and types of hazardous fuels. Conducts field reconnaissance of prescribed fire/fuels treatment units, summarizes field findings and makes recommendations on appropriate prescriptive criteria for meeting land management objectives. Participates in preparedness reviews, proficiency checks and drills, safety sessions, and after action reviews. Participates in the development of new and/or recommendation for modifications of existing plans and schedules for prescribed fire, wildfire response, and fuels treatment projects. Establishes study plots to assess fire and fire suppression impacts on the ecosystem. Develops and refines plot characteristics, frequency of visits, subjects to be measured, and data storage and analysis techniques.

Qualifications

Selective Placement Factors: This position requires a special qualification that has been determined to be essential to perform the duties and will be used as a screen out element. Those who do not provide evidence they possess the following selective factor(s) will be rated not qualified: Requirement for the GS-11 grade level ONLY: This position has been identified as one of the key fire management positions under the Interagency Fire Program Management (IFPM) Standard. This position has been categorized as a Prescribed Fire and Fuels Specialist - MODERATE Complexity and requires selectee to meet the minimum qualification standards for IFPM prior to being placed into the position unless stated otherwise. To meet IFPM requirements, you must have possessed all of the following National Wildfire Coordinating Group (NWCG) incident management qualifications and training requirements to be considered eligible for this position (currency not required at time of referral, but may be required to obtain and maintain currency if selected): Prescribed Fire Burn Boss, Type 2 (RXB2); AND Engine Boss (ENGB), OR Crew Boss (CRWB), OR Helicopter Manager (HMGB) If selected at the GS-09, you must meet the IFPM training requirements above for the GS-11 as a condition of employment before being eligible for promotion to the GS-11 grade level. You must meet all qualification and selective placement factor requirements by the closing date of the announcement. No assumptions will be made about your experience. To qualify for the GS-09 grade level, 1year of specialized experience equivalent to the next lower grade level (GS-08) is required. Specialized experience includes an understanding of fire behavior relative to fuels, weather, and topography and how fire affects natural and cultural resources. Examples of experience may include: 1) participating in wildland fire activities (such as planning and/or implementing prescribed fire or managing wildfires) ensuring resource objectives are being met from a fire management standpoint; 2) developing and/or implementing initial attack incident management strategies and tactics to meet the stated resource objectives; and/or 3) implementing mitigation measures during wildland fire activities to protect sensitive habitats, endangered species, sensitive plants, or cultural values. To qualify for the GS-11 grade level, If you are a current or former federal employee who served in a competitive or excepted appointment, your resume must show that you have one year of specialized experience equivalent to the GS-09 grade level. Examples of specialized experience include, but not limited to: assist with developing, reviewing and evaluating fire management plans for ecological soundness and consistency with land management goals and objectives; analyzing fuel loadings and determining appropriate fuel treatment methods; performing land use planning and environmental coordination to determine if resource objectives were achieved; assist with analyzing the ecological role of fire and its use and/or exclusion, and smoke management. If you have never been or are NOT a current federal employee who served in a competitive or excepted appointment, your resume must show that you have one year of specialized experience equivalent to the GS-10 grade level. Examples of specialized experience include, but not limited to: developing, reviewing and evaluating fire management plans for ecological soundness and consistency with land management goals and objectives; analyzing fuel loadings and determining appropriate fuel treatment methods; performing land use planning and environmental coordination to determine if resource objectives were achieved; analyzing the ecological role of fire and its use and/or exclusion, and smoke management.Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You must meet all qualification requirements by the closing date of the announcement. This is a primary firefighter position under the special retirement provisions of 5 U.S.C. 8336 (c)(CSRS) and 5 U.S.C. 8412(d) (FERS). The position is subject to maximum entry age (MEA) requirements. The maximum entry-age for this position shall not exceed age 37 unless you have sufficient prior Federal civilian firefighter experience or you are a preference eligible veteran. If you are a preference eligible veteran, you may be eligible for this position after your 37th birthday. You must supply a copy of your Defense Department Form 214 (DD-214) along with Standard Form 15 (if applicable) and any associated documentation in accordance with the instructions in this vacancy announcement. Failure to provide this documentation with your application will result in loss of eligibility to receive a waiver of the maximum entry age requirement. If over the MEA and you are not a veteran, proof of prior covered service must be submitted prior to employment. Acceptable proof consists of SF-50s showing beginning and ending dates of covered/creditable appointments and copies of approved letters based on individual claims. Physical Demands: Work in the office is primarily sedentary. Field work does require frequent physical exertion, involving walking over rough terrain, sometimes for extended periods, and working under occasionally inclement (hot, cold, snow, wind, etc.) weather conditions. You must be in good physical condition in order to safety perform field activities. You must be able to perform duties in areas of uncontrolled wildfire where hazardous conditions exist. You must be able to fly as a passenger in helicopters and single engine fixed wing aircraft. Work Environment: Work is performed in both an office and field setting with field work. Field work involves exposure to temperature extremes, both from weather and fire conditions where falling trees and the presence of smoke and/or dust conditions create hazardous conditions. The nature of fire management work requires that protective clothing (boots, hard hats, etc.) be worn. You must exercise a variety of safety practices and precautions for the well-being of self and of others.
