The Policy & Capabilities Directorate ensures the IC is best postured for the threats and challenges of an uncertain future, through strategy, policy, and capabilities development. Comprised of 7 organizations, PC oversees IC Human Capital; Acquisition, Procurement & Facilities; Intelligence Advance Research Projects Activity; Science & Technology Group; Requirements, Cost & Effectiveness; Policy & Strategy; and Domestic Engagement, Information Sharing & Data.
Duties
Major Duties and Responsibilities:
Ability to assist with the planning, developing, and managing of complex HC projects or programs that may require generating new concepts, principles, and methods to ensure their successful implementation within the IC.
Ability to assist in advising IC and ODNI leadership on the development, implementation, and management of complex HC programs, and ensure that the programs are aligned with and directly support the IC's strategic mission objectives
Contribute to the management and coordination of projects for Office of the Director of National Intelligence (ODNI) Senior Executives by researching, writing/editing, collaborating on, and performing the initial review of time-sensitive information, correspondence, papers, policy, and briefing materials in response to taskings and action items from internal and external sources.
Support in the management and coordination of strategic and tactical projects, execute action taskings associated with assigned projects, and provide project status and reporting.
As directed coordinate, compile, and organize all essential information and materials to assist Senior Executives in the execution of daily mission objectives.
As directed coordinate operational and administrative matters, review and investigate issues, and develop initial solutions and options; maintain situational awareness of issues affecting organizational equities and the status of multiple projects.
Review and develop responses to email, correspondence, action items, and taskings; monitor response progress, coordination, and collaboration; track progress against actions from internal and external sources.
Research and write drafts of talking points, correspondence, executive summaries, communications, presentations, and briefing materials; prepare activity reports and summaries.
Contribute to the development of processes to monitor the dissemination of information, continually improving and maintaining suspense database systems; maintain records in compliance with regulations and sensitive compartmentation.
Coordinate work activities, assignments, and projects with managers internal to the ODNI and across the Intelligence Community (IC) to ensure their understanding and the effective completion of initiatives and requirements.
Qualifications
Mandatory Requirements:
Thorough knowledge of the mission, charter, roles and responsibilities of ODNI and/or of individual IC organizations.
Thorough knowledge of HC principles, concepts, regulations, and practices, and demonstrated consultative skills sufficient to plan and manage HC functions for large scale ODNI and/or IC programs.
Knowledge of the ODNI, IC agencies' mission, organization, collection, and production responsibilities, as well as ODNI and IC administrative policies, procedures, and authorities.
Knowledge of IC information management security guidelines, document storage, and classification guidelines.
Knowledge of mission area daily operational topics, capabilities, and strategic intent, as well as project management concepts and principles.
Prior experience in Human Capital or awards and recognition programs
Experience with and/or knowledge of human capital structure, processes and policy
Previous experience and/or knowledge of IC Awards Application, ICD-655, and the National Intelligence Award program desired
Oral and written communication skills to communicate effectively with key stakeholders throughout the IC and United States Government.
Analytical, critical thinking, and problem solving skills, including the ability to interpret complex information from multiple sources.
Interpersonal, organizational, and problem-solving skills, including the ability to develop working relationships and networks with internal and external managers and staff.
Research, planning, and organization skills, and ability to manage changing and competing priorities under strict timelines while maintaining a high level of attention to detail.
Ability to work effectively with ODNI leaders in a highly active, fast-paced, and demanding organization
