This position has been established at the entry level for advancing the necessary skills, knowledge and abilities required to progress to the full-performance level, Training Specialist, GS-1712-11.
Duties
Evaluates training courses and programs and ensures that these evaluations are completed and used as the basis for future improvements to learning programs.
Makes recommendations for any revisions that are needed in training materials used by Education and Training related to assigned areas and/or programs.
Performs work related to coordinating projects for the development and implementation of training courses or course materials.
Evaluating the progress of trainees and advising and assisting them to improve their performance.
Develops a working knowledge of adult learning principles to resolve basic problems related to training development.
Design, evaluate and develop employee development programs, training plans, course methods, materials and aids with assistance or advice.
Developing, revising, or adapting courses and instructional materials and guides.
Evaluating education and training programs and recommending needed changes and improvements.
Advises on training program issue and to consult with/assist individuals and officials of organizations on questions and programs.
Resolves questions regarding plans, schedules, and course content requirements with a variety of previously defined contacts.
Provides the customer with consistent information according to established policies and procedures.
Consistently communicates and treats customers (veterans, their representatives, visitors and all VA staff) in a courteous, tactful, and respectful manner.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.
Work Schedule: Monday through Friday 8:00 am to 4:30 pm; subject to change based on the needs of the facility.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 01/16/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS 9 position you must have served 52 weeks at the GS 7. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience and education as described below:
Individual Occupational Requirements:
Education: Undergraduate and Graduate Education: Major study -- education or a subject area related to the position to be filled (transcripts required).
Specialized Experience: Teaching or instructing in an adult education program, secondary school, college, military installation, or industrial establishment in the appropriate field(s). Supervising or administering a training program. Development or review of training/course materials, aids, devices, etc., and evaluation of training results. Work in the occupation or subject-matter field of the position to be filled that required training or instructing others on a regular basis.
In addition to meeting the above Individual Occupational Requirement (IOR) AND Time-In-Grade, applicants must also meet the experience and/or directly related education relevant to this position.
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS 7 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
Experience working in education and with health professional trainees.
Experience with creating and managing databases.
Experience coordinating onboarding of new staff.
Must be able to use Microsoft Office products as well as VistA, TMS, and other software packages used through the Medical Center.
Must be able to use a Smart Board, v-tel, and various multi-media equipment.
OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level master's or equivalent graduate degree, or 2 full years of progressively higher level graduate education leading to such a degree, or an LL.B. or J.D. in a field related to this position that demonstrates the knowledge, skills, and abilities necessary to do the work of this position. OR,
Combination of Specialized Experience and Education: Successfully completed graduate school education and experience. Education cannot be credited without documentation. This is computed by: first determining the applicant's total qualifying experience as a percentage of the experience required for the grade level; then determining the applicant's education as a percentage of the education required for the grade level; and then adding the two percentages. The total percentages must equal at least 100 percent to qualify an applicant for that grade level. Only graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants for positions at grade GS-9. (Transcripts required)

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
Physical Requirements: The work is primarily sedentary, although some slight physical effort may be required such as walking or standing to observe work operations.
