THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION. This National Guard position is for a GS-1801-13 INSPECTOR GENERAL (TITLE 32), Position Description Number D2899000 and is part of the MO 139th Airlift Wing. APPOINTMENT FACTORS: This is a Permanent Excepted Service position. This is a non-bargaining position.

Duties

Plans, directs, and manages the programs of the wing Inspector General office. Operates under broad authority and is required to make a multitude of decisions and recommendations without influence from command. Directly manages and is responsible for all IG programs designed to assess and report a unit’s readiness, economy, efficiency, effectiveness, and state of discipline to execute assigned missions. Evaluates requirements for additional resources submitted by subordinate functions, and balances organization needs with overall mission requirements and resources. Identifies need for change in organization priorities and takes action to implement program changes in coordination with commanders. Serves as an independent Inspector General in management of the Air Force Complaints Resolution, IG Investigations, Fraud, Waste, and Abuse (FWA), and Whistleblower Reprisal program. Exercises significant responsibility dealing with officials in other units, headquarters, and advises management officials of higher rank. Recommends measures and advises senior military and civilian leadership including commanders at all levels in preventing, detecting, and correcting fraud, waste, abuse, and gross mismanagement. Collects and reports sensitive complaint and investigatory information regarding Officers and Senior Officials and all Commander Directed Investigations. Manages, administers, plans, and executes the Inspection System and Commanders Inspection Program. Manages self-assessment and/or staff assistance visits (SAV) and ensures detailed and comprehensive reports with any corrective action taken are presented to the commander. Identifies deficiencies and make recommendations to higher headquarters to modify policies and programs. Oversees the integration of higher headquarters guidance in order to plan, control, execute, and inspect large-scale readiness exercises to validate subordinate commander readiness reporting. Exercises supervisory personnel management responsibilities. Represents the Inspector General office and programs with a variety of wing and functional area organizations. Provides technical advice to major command, agency, or service level inspectors on installation inspector general operations. Enhances openness and approachability by conducting or participating in official public meetings, newcomers’ sessions, commander’s calls, staff meetings and other installation or unit gatherings. Provides or ensures that subordinates provide customer guidance and training. Performs other duties as assigned.

Requirements

  • IAW AF guidance, incumbent must complete the wing Inspector General Training Course Inspections (IGTC-I) within 180 days of appointment.
  • IAW AF guidance, must complete Inspector General Training Course Complaints Resolution (IGTC-Q) within 180 days of appointment.
  • IAW AF guidance, IG appointees for nuclear-capable units will complete the USAF Nuclear Inspector Course within 180 days of assignment.

Qualifications

MILITARY REQUIREMENTS: Compatible military grade and assignment required prior to the effective date of placement. This is an Excepted Service position that requires membership in a compatible military assignment in the employing state's National Guard. Applicants who are not currently a member of the National Guard must be eligible for immediate membership. Selected candidate must be AFSC qualified within 12 months from date of appointment. Maximum Military Grade - Lt Col (O-5) Minimum Military Grade - Maj (O-4) Officer - AFSC 87G0 or 87I0 Supervisor must verify that selected individual occupies a compatible military position. Technicians will not be militarily senior to their full-time supervisor or wage leader (grade inversion). GENERAL EXPERIENCE: Must possess a validated understanding of the basic principles and concepts of this position that demonstrates skill in collecting and analyzing data effectively, efficiently, and accurately; ability to clearly enunciate English without impediment of speech that would interfere or prohibit; effective two-way radio or telephone communication; write English in reports and presentation formats; communicate orally and in writing clearly and effectively; skill in interpersonal communications, empathy, and effective listening; organize thoughts, research materials, and manage case projects; and skill in comprehending and interpreting directives and laws. GS-12 SPECIALIZED EXPERIENCE: Must possess expert knowledge of all applicable Inspector General Program principles and practices related to federal civilian, military, and National Guard, operational, administrative and technical programs. Must have experiences in planning for and executing inspector general programs and using software data systems. Experienced in the procedures to inspect and report on the state of discipline program efficiency and effectiveness, and readiness of military and civilian forces. Experiences involved work as the primary inspector general advisor with responsibilities to plan, direct, and manage inspector general programs. Experienced in conducting investigations and inspections to ensure compliance with agency policies, practices, and regulations. Experienced in providing policy, guidance, oversight, and directions for the inspection programs; complaints resolution; Fraud, Waste, and Abuse; strategic plans and programs; and the Commander's Inspection Program. Competent in the inspector general program concepts and policy regulations. Has demonstrated skills in the development of programs, procedures, and methods to implement, evaluate, and maintain the inspector general program. Experienced in developing risk-based sampling strategies and annual inspection plan focusing on the Wing Commander's priorities. Experienced in multiple and specific inspector general computerized programs. Experienced and skilled in writing standardized operating procedures for the inspector general programs. Experienced in interpreting and developing inspection policies, procedures and applicable Memorandums of Understanding or Memorandums of Agreement with host or tenant organizations, if applicable, as well as state, city, and/or county agencies in order to adequately evaluate the National Guard's overall mission. Experienced in providing supervisory duties, directing administrative, technical, and operational directions and established broad objectives for long-range strategic plans or new programs. Experienced in developing, interpreting, and implementing the Army, Air Force, or both services' inspection policy. Experiences involved planning and organizing assigned programs, estimating unit resources, capabilities, and objectives. Experienced in coordinating with staff and line management personnel, and skilled in conducting all phases of projects. Experienced and skilled in providing definitive interpretations of regulations and study procedures; and competent experiences involved initializing new inspections, interviews, and research application, methods, and functions. Experienced in identifying potentially controversial findings, issues, or problems with widespread impacts. Experiences included writing and analyzing projects, evaluations, or reports. Competent in providing recommendations on organizational goals, guidelines, and effectiveness to achieve intended objectives. Experienced in developing recommendations to resolve issues, problems and complaints. Experienced and competent in applying qualitative and quantitative analytical techniques that frequently required modifications to fit variables. Experienced in working programs or processes simultaneously that are varied and unrelated such as, Fraud, Waste, and Abuse investigations and exercise planning and evaluation. Competence and experiences included managing and conducting investigations and project assignments that required detailed plans, goals, and objectives for long-range implementation of specific programs. Work experiences involved identifying the primary sources of concerns, issues, problems, complaints, or concepts which were not susceptible to direct observation and analysis such as, projected missions and program functions. Experienced in developing and publishing measurements of effectiveness, improvements, and efficiencies. Experienced in making leadership decisions to include assessments of unusual circumstances or variations in the data supplied by the users or incomplete or conflicting data metrics. Experienced in managing multiple and difficult assignments that were complicated by the need to compile, reconcile, and correlate computerized data elements from classified and unclassified data sources. Experienced reviewing completed work that involved cross-checking, analyzing, and interpreting relevant information. Experienced and competent in revising data collection methods or developing new approaches to analyze and evaluate data. Experienced in conducting investigations or inspections on complex subjects or into the conduct of individuals of prominence where complex or conflicting data, testimony or facts, or cold evidence was present and the conditions required careful handling and complete discretion. Experienced in completing investigation or inspection results in written reports and briefings to senior leaders or the Adjutants General. Competent and skilled to independently perform investigations and resolve the most unusual or complicated complaints or issues in the state. Experienced in making data-driven decisions for refining work methods and developing new techniques for resolution of issues.

Education

GS-12 SPECIALIZED EXPERIENCE CONTINUED: Experienced in conducting productivity assessments or effectiveness and efficiency program operations; and, experienced in analyzing and resolving a variety of uncommon unit activity problems. Work experiences involved applying an extensive knowledge of National Guard operations to direct complex strategic planning efforts and participate in the establishment of program criteria to measure and/or predict the attainment of organizational goals and objectives. The performed work experiences involved identifying and developing ways to resolve problems or cope with issues, and providing realistic data for leadership to improve planning and operational aspects of guard missions.

Must have successfully completed Inspector General Training course within the past 36 months. You must submit documentation at time of application.

Must currently hold or have held AFSC 87XX.

EDUCATION REQUIREMENT:
Must possess an undergraduate degree from an accredited college/university that included completion of some of the following academic courses: business management, English grammar and composition, speech, statistics, public administration, human resources administration, organizational development, public administration, behavioral social sciences, or psychology. A graduate degree from an accredited civilian academic college or from an equivalent professional military education school is optimum.
