About the Position: Incumbent will serve as Project Manager for the Apalachicola, Chattahoochee, and Flint River (ACF) Project Management Office of the Operations Division, Mobile District. Serves as advisor and consultant on all activities, conditions, and problems of the Project Office and is the authoritative source of information and advice within the District on any complex features encountered in the area program.
Duties
Serves as Project Manager for the Apalachicola, Chattahoochee, and Flint River (ACF) Project Management Office of the Operations Division.
Schedules maintenance, repair, and/or rehabilitation of authorized projects.
Incumbent is appointed as Contracting Officer with $25,000 authority.
Serves as Contracting Officers Representative for two Operation and Maintenance (O and M) contracts with total value of $21 million.
Prepares work plans (including specifications and cost estimates) and submits to District Office for preparation in final form.
Responsible for program management of navigation activities for the Apalachicola, Chattahoochee, and Flint River System.
Responsible for the management, preparation and execution of an associated multimillion dollar annual budget.
Serves as advisor and consultant on all activities, conditions, and problems of the Project Office.
Plans and directs work programs of the Walter F. George-George W. Andrews Resource Office and Lake Seminole Resource Office and other locks and dams
Incumbent will be the authoritative source of information and advice within the District on any complex features encountered in the area program.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position has a Temporary Duty (TDY) or business travel requirement of 25%.
- Incumbent is required to submit a Confidential Financial Disclosure Report, OGE-450.

In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
Specialized Experience: One year of specialized experience which includes 1.) analyzes, and resolves engineering issues of civil, mechanical, electrical, hydraulic or electronic nature, navigation, hydropower, and natural resource management issues in order to manage and make decisions for the multi-purpose project office.2.) Establishes goals and objectives, obtains and commits resources, and plans and directs the execution of multi-functions.
This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13).
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
