This position is in the Specialty Care Integrated Clinical Community (ICC) for the Fargo VA Health Care System (VA HCS) and supports the Specialty Care ICC. The incumbent serves as the Health Systems Specialist (HSS) in leading, organizing, developing, executing, monitoring and controlling the delivery and coordination of care for the VA HCS.

This position is in the Specialty Care Integrated Clinical Community (ICC) for the Fargo VA Health Care System (VA HCS) and supports the Specialty Care ICC.
Serves as the Health Systems Specialist (HSS) in leading, organizing, developing, executing, monitoring and controlling the delivery and coordination of care for the VA HCS.
Utilizes a comprehensive knowledge of information systems, data, programs and applications, and ability to apply statistical management tools and techniques (i.e. flow charts, needs assessment, demographic analysis, forecasting techniques, and feasibilities studies).
Directly involved in ICC decision making, along with the ICC Leadership (i.e., ACOS, and Associate Chief Nurse Service).
Provides advice and guidance to all professional service chiefs in the areas of budget, equipment, position management, personnel matters, program planning, space, etc.
Performs independent responsibilities to support the management of the ICC and in support of the Associate Chief of Staff (ACOS) for Specialty Care ICC./she is delegated the authority to make decisions and to sign documents of an administrative nature (not involving the professional judgment of the Associate Chief of Staff as a physician).
Maintains frequent contacts with top management of this and other government agencies and VISN officials, continuous effective personal relationships with VA HCS Leadership, ACOSs, service chiefs, and staff on matters concerning Specialty Care services, assists and coordinates services to ensure the facility mission of providing quality patient care and teaching are met.
Supervisory Duties:Responsible for the direct supervision, development and assessment of assigned personnel. The HSS is responsible for the following positions: Supervisory Medical Support Assistant (MSA) for Specialty Care ICC (GS 8), Program Support Assistant (GS7), and (2) Data Transcriptionists (GS4). Additionally, the HSS has non-direct supervisory controls over the Specialty Care ICC providers, and the MSA's who are assigned to the Supervisory MSA who work within the Specialty Care ICC clinics.
Work Schedule: Monday through Friday, full time (40 hour) - 8:00 a.m. to 4:30 p.m.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 01/16/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade, GS-09, in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Planning and/or management of fiscal and human resource operations; provider direction on daily tasks, clinic operations, or process improvement; compilation and presentation of service line specific information and/or data; policy development and implementation; reviewing documentation for adherence to regulations and/or policies.

Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or

Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond masters level.
Physical Requirements: The work is generally sedentary. Typically, the employee sits at a desk or table with some walking and standing. Items carried typically are light objects and lifting of moderately heavy objects is not normally required. Incumbent is often faced with changing priorities and with meeting deadlines.
Work Environment: The work environment involves everyday risks or discomforts that require normal safety precautions typical of such places as offices, meeting and training rooms. The work area is adequately lighted, heated, and ventilated. May require limited travel to meetings and conferences.
