This position is located in the Health Information Management (HIM) Section of Patient Business Service at the Cincinnati VA Medical Center. Medical Records Administrators (MRAs) perform or supervise work concerned with the management of a health record program or the provision of services related to medical record administration/health information services.
Duties
The Cincinnati VA Medical Center is a two-division campus located in Cincinnati, Ohio and Fort Thomas, Kentucky serving 15 counties in Southwest Ohio, Northern Kentucky, and Southeast Indiana with 6 Community Based Outpatient Clinics located in Bellevue, KY; Florence, KY; Lawrenceburg, IN; Hamilton, OH; Clermont County, OH, and Georgetown, OH. Cincinnati VAMC also supports two off main campus locations in the Cincinnati area via an Eye Center and Mental Health Outreach Community Division.
Duties may include but not limited to:
Serves as the Assistant Chief of Health Information Management (HIM) in a medical facility of high complexity (level 1), with responsibility for the supervision of all HIM functions.
Assists the Chief of Health Information Management (CHIM) in identifying and setting short-range and long-range goals, program objectives, and tasks to meet the mission and vision of the medical center.
Provides expertise, guidance and direction and has responsibilities relative to providing supervision, administrative support, coordination, and technical assistance in planning, development and maintenance of an effective, comprehensive, and integrated HIM program.
Collects and processes data for various reports, surveys, and research projects.
Assists physicians and other health professionals in obtaining health record information to be used in research projects.
Develops performance standards and conducts performance evaluations.
Assists the CHIM with the development, evaluation, and updating of office procedures, manuals, policies and directives.

Qualifications
Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met.
Basic Requirements:
United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
English Language: Proficient in spoken and written English as required by 38 U.S.C. 7402(d).
Experience: Three (3) years experience of preparation, maintenance, and management of health records and health information systems that demonstrate a knowledge of medical terminology, medical records procedures, medical coding, or medical, administrative, and legal requirements of health care delivery system.
OR
Education: Successfully completed a bachelor's degree or higher in health information management or a related field with a minimum of 24 semester hours in health information management or health information technology.
OR
Combination of Experience and Education: Successfully completed an equivalent of experience and education.
Certification: Persons hired or reassigned to MRA positions in the GS-0669 series at the GS-12 grade or above, in VHA, must possess a Health Information Management (HIM) certification through the American Health Information Management Association (AHIMA).
Grade Determinations:
GS-12 (Above Full Performance Level)
Experience: At least one year of experience equivalent to the next lower grade level (GS-11)
GS-11 Knowledge, skills and abilities, that must be clearly demonstrated in your resume:
Skill in performance and process improvement techniques to develop and implement new or improved solutions in health information management.
Advising management and staff, at various levels, regarding health record documentation requirements and health information management practices based on current industry standards, policies, statues, laws, and regulations.
Planning, justifying, developing, evaluating, assessing, monitoring, and advising on current health information management processes and recommend changes in policies or procedures.
Determining and evaluating compliance with legal, ethical, and regulatory guidelines and accrediting bodies, as they apply to health information management.
Acquire, manage, analyze, interpret, and transform data into accurate, consistent, and meaningful information.
AND
Certification: Possess a Health Information Management certification through the American Health Information Management Association (AHIMA)
GS-12 Knowledge, skills and abilities, that must be clearly demonstrated in your resume::
Skill in managing various projects and processes, which includes the ability to develop new or improved solutions to complex technical problems in health information management.
Ability to advise management and staff on a wide range of health information management practices based on current industry standards, policies, statutes, laws, and regulations.
Ability to plan, justify, develop, evaluate, assess, monitor, and/or advise on current health information management processes, and recommend changes in policies or procedures.
Ability to determine and evaluate compliance with legal, ethical, and regulatory guidelines, and accrediting bodies as they apply to health information management.
Ability to successfully apply principles and techniques of sound resource management [(i.e., staffing, space, contracts, equipment).
Ability to provide the full range of supervisory duties to include assignment of work, completing performance evaluations, selection of staff, and recommendation of awards, advancements, and disciplinary actions.

The full performance level of this job series is GS-11. The actual grade at which an applicant may be selected for this vacancy is GS-12 .
Physical Requirements: The work is basically sedentary. Some walking, standing, bending, and carrying items such as books, papers, boxes, laptop, and files are also required.
