The incumbent is a Social Worker Program Coordinator whom has clinical and administrative responsibility of daily operations of the CBOC PCMHI Mental Health and Virtual Care clinic within the North Florida/South Georgia Veterans Health System Mental Health Service located in either Middleburg, FL, Ocala, FL, St Augustine, FL or Saint Mary's, GA.

Statement of Major Duties Program Manager, CBOC Mental Health This position is a duty to be performed by a Psychiatrist, Psychologist, or Social Worker The CBOC Program Manager has direct supervisory responsibility for mental health providers in CBOCs who serve in the Behavioral Health Interdisciplinary Program (BHIP). This includes being responsible and accountable for all clinical and administrative activities and functions of the Program and its staff. The Program Manager assists with planning, coordinating, and leading interdisciplinary providers in BHIP providing outpatient mental health services. These BHIP teams operate conjointly to provide comprehensive mental health treatment at all outpatient care sites across the North Florida/South Georgia Veterans Health System. These teams are multi-disciplinary including psychologists, psychiatrists, social workers, and admin support staff. Additionally, some of these positions are virtual, while others provide face to face care, onsite in the CBOC. The CBOC Program Manager is responsible for ensuring that all Veterans have both local and virtual mental health care options in every clinical location and that a smooth continuum of care for Veterans in collaboration with primary care is universally and equitably provided. The CBOC Program Manager collaborates with other NF/SG VHS services to ensure Veterans also have access to specialty care. The incumbent is responsible to ensure that high quality patient care is delivered in a resource efficient manner. Incumbent promotes an effective mix, coordination and support of clinical care by evaluating current and potential patient needs, clinical workload and resources, and program mandates. S/he promotes and evaluates standards of clinical competence and conduct for staff which are maintained through compliance with the credentialing and privileging processes, monitoring and evaluation of clinical practice, peer review, and other appropriate quality assurance activities. The incumbent will be responsible for program development, implementation, operations and performance improvement activities across one or more CBOCs, including all staff who are part of a BHIP team and excluding staff in Primary Care Mental Health Integration. The CBOC Program Manager will coordinate activities with the various NF/SGVHS Mental Health Services and will be supervised by and report directly to Chief of CBOC Mental Health & Virtual Care Service. All professional and academic processes and functions will be managed through their discipline-specific service chief (e.g. Social Work, Psychology, Psychiatry, etc.). The CBOC Program Manager will serve as a member of the NF/SGCHS Mental Health Service Line Integrated Clinical Council tasked with assisting the ACOS in policy development and program planning. The CBOC Program Manager is expected to serve as the subject matter expert for CBOC Outpatient/BHIP Mental Health and participate in VA regional and national committees as directed. The CBOC Program Manager will also function in a clinical capacity to maintain clinical proficiency and perform other duties as assigned. The Supervisory Social Worker provides oversight of the Community Based Outpatient Clinic (CBOC) mental health providers who serve on a Behavioral Health Interdisciplinary Program (BHIP) teams in NFSGVHS and provides 30% time clinical care to Veterans. The Supervisory Social Worker is responsible for developing, implementing and maintaining program policy and procedures for the treatment and coordination of Veterans that meet VA and Joint Commission standards for assigned programs. The Supervisory Social Worker will have advanced knowledge and mastery of theories and modalities used in the specialized treatment of complex mental illness and the ability to incorporate complex multiple causation in differential diagnosis and treatment of Veteran patients, including making psychosocial and psychiatric diagnosis within approved scope of practice. The Supervisory Social Worker must have the ability to recognize internal and external conditions and influences, including VA/VHA mandates and programs that require the establishment of new or revised management policies, standards, and procedures including the skill to design and develop the tools necessary to cope with varied situations. Qualifications

Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met. Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. Education: Have a master's degree in social work from a school of social work fully accredited by the Council on Social Work Education (CSWE). Graduates of schools of social work that are in candidacy status do not meet this requirement until the School of Social Work is fully accredited. A doctoral degree in social work may not be substituted for the master's degree in social work. Licensure: Persons hired or reassigned to social worker positions in the GS-0185 series in VHA must be licensed or certified by a state to independently practice social work at the master's degree level. Grade Determination Requirements, Social Worker (Program Coordinator) GS-13: In addition to the basic requirements, this following are required for the GS-13 grade-level position: Experience/Education: One year of experience equivalent to the GS-12 grade level. Experience must demonstrate possession of advanced practice skills in a specialty area or in administration demonstrating progressively more professional competency and judgment. Candidate may have certification or other post-master's degree training from a nationally recognized professional organization or university that includes a defined curriculum/course of study and internship, or equivalent supervised professional experience. Licensure/Certification: Individuals assigned as a supervisory social workers must be licensed or certified at the advanced practice level, and must be able to provide supervision for licensure. The GS-13 KSA's for this subject position are; Demonstrated Knowledge Skills and Abilities: Skill in coordinating and implementing one or more specialty program(s), across the facility. Skill in local policy and practice development, procedures, and/or practice guidelines for the program as prescribed by the program handbook or national directive. Skill in organizing work, setting priorities, meeting multiple deadlines, and evaluating assigned program area(s). Ability to collaborate with internal and external partners to further program goals and enhance patient centered care. Ability to provide the full range of supervisory duties including assignment of work to be performed; performance evaluations; and selection of staff, training, and recommendation of awards, advancements, and when appropriate, disciplinary action. Ability to oversee the fiscal matters of the functions supervised (including fund controls, contracts, and equipment expenditures), forecast resource and equipment needs, and administer the allocated budget. Knowledge of organizational structure and impact on program operations. May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria). Preferred Experience: Prior leadership/supervisory experience; knowledge of CBOC services and local resources. References: Meets the qualification standard for the GS 13 Supervisory Social Worker as defined in See VA Handbook 5005/120, Part II, Appendix G39, Social Worker Qualification Standard, GS-185, Veterans Health Administration. The full performance level of this vacancy is GS-13. Physical Requirements: The work requires patience and emotional regulation. The work may require using appropriate techniques to physically restrain patients who present a danger to self or others. The work may also require assisting physically disabled Veterans. Day-to-day work involves sitting, walking, standing and carrying light objects. Some of the work is performed in a setting away from the office, where the environment cannot be controlled.
