This position is located in the Department of Homeland Security (DHS), Office of Health Security (OHS). The OHS is the principal medical, workforce health and safety, and public health authority for DHS. The primary purpose of this position is to support health security and operation medicine planning efforts, with emphasis on mass migration, emerging threats and complex natural and man-made crises. Non-BU: This is a non-bargaining unit position.

Duties

As a Public Health and Medical Planner, GS-0601-14, your typical work assignments may include: Works as part of a team to research, develop and implement plans, processes, protocols, and frameworks for the management of public health, medical and health security threats and crises. Coordinate with DHS, federal inter agency, state and local, and non-governmental partners to build whole-of nation resilience to health security threats, in addition to other crises such as natural disasters and mass migration. Serves as an expert analyst in the areas of public health emergency preparedness and operational coordination of major medical and health security programs. Anticipates, recognizes, evaluates, prevents, and controls environmental factors or stresses arising in or from crisis environments which may cause sickness, impaired health and well-being or significant discomfort among the workforce, individuals in custody and/or general public. Qualifications

Basic Requirement This position has a basic requirement of possession of a bachelor's or graduate/higher level degree with major study in an academic field related to the medical field, health sciences or allied sciences appropriate to the work of the position. This degree must be from an educational program from an accrediting body recognized by the U.S. Department of Education at the time the degree was obtained. Masters Degree is highly desirable. NOTE: You must provide copies of transcripts for evaluation as part of your application package. Failure to do so, will result in not receiving consideration for this position. Specialized Experience: To qualify for this position, you must possess at least one year of specialized experience equivalent to the GS-13 grade level in Federal Service or private sector equivalent experience. For this position, specialized experience is defined as: Developing a broad range of health care principles, practices, and procedures. Mastery Knowledge of public health and medical response frameworks such as the National Response Framework and Emergency Support Functions 6 (Mass Care) and 8 (Public Health and Medical Services). Professional experience and knowledge in project planning; in analysis of operations for the purpose of proposing innovative solutions to problems; and in organizing, writing, and editing information to make it meaningful to a wide array of audiences. NOTE: Your resume must explicitly indicate how you meet this requirement, otherwise you will be found ineligible. All requirements must be met by the closing date of the announcement. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Current or Former Political Appointees: The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees. If you are currently, or have been within the last 5 years, a political Schedule A, Schedule C, Non-career SES or Presidential Appointee employee in the Executive Branch, you must disclose this information to the Human Resources Office.
