This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: Hawaii has many outdoor activities all year round including surfing, paddling, diving, fishing, and hiking.
Duties
Utilize electrical theory in order to calculate circuit values, determine when operating limitations of equipment are exceeded, etc.
Plan and carry through operations in the installation, troubleshooting and repair of high-voltage generating, controlling and distributing systems.
Use instruments such as insulation megger or oscillator and tone detector to locate faults in underground cables.
Use phasing stick or phase rotation meter to check out rotation of cables before switching into a hot circuit.
Read and understand circuit breakers in a powerhouse or the feeders, substations, transformers, and interconnections of a primary distribution system, in order to diagnose problems in the electrical system.
Work along with other workers, setting the pace. Pass instructions on to co-workers. Assign work. Check work in progress and upon completion.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position has been designated for drug testing. Its incumbent is subject to random urinalysis and breathalyzer testing as a conditions of employment and in accordance with DA guidelines.
- Must have and be able to maintain a Commercial Driver's License, Class A
- Must be able to obtain and maintain a forklift license within 180 days of being hired.
- Mission Essential: Incumbent is required to report for duty during inclement weather, Natural Disasters, and other emergency situations and may be required to remain on duty after the official shift ends.
- This position requires 10% temporary duty travel (TDY).
- This position requires a pre employment and annual physical.

Minimum Qualifications (Screen Out Element): Ability to do the work of a(n) High Voltage Electrician Leader ~ without more than normal supervision. 1) provide guidance to subordinates on procedures, policies and/or directives regarding high voltage electrical systems; 2) demonstrate proper work methods and techniques related to troubleshooting and repair of high voltage systems, such as repairing switch gear, installation of transformers, locating defects in cables, and selecting appropriate materials for new installations and repairs; 3) repair and troubleshoot high voltage systems. - Failure to meet this Screen out Element will result in an ineligible rating.
Physical Effort: The Electrician (High Voltage) lifts, carries, and pulls parts of units, test equipment, and tools; kneels, stoops, crouches, and stands for long periods of time; uses coordination of eyes, hands, legs, and body in installing, repairing, or testing electrical equipment in confined spaces such as manholes or enclosed switch gear or in structures such as overhead bus and conduit assemblies or overhead distribution lines; and regularly climbs ladders and poles.
Working Conditions: Works indoors and outdoors. Subject to exposure to heat and noise in power plants, dirt and grease, extremes of weather conditions and working in close proximity to high voltage lines and equipment. Work requires pole climbing, working in bucket and ladder trucks in heights of up to 40 feet, with some work on underground facilities. Subject to burns from hot engines, less serious cuts and bruises from handling tools and equipment, serious injury or death by contact with energized high voltage line or falls from poles.
