This position is located in the Forrest City, AR Area Office in USDA/Rural Development (RD). Incumbent serves as a key member of the State Director's staff, participating fully in the planning, development, and implementation of rural development and assistance programs. Analyzes program requirements and develops programs for effective implementation of RD program authorizations.

Duties

Lead efforts to coordinate rural development programs at the local level and to ensure there is a cohesive system of service delivery. Serves as the Service Center technical authority on the RD Programs and the primary point-of-contact on all loan issues addressed in the counties serviced. Participates in the development of the State Strategic plan assessing the strengths and weaknesses of the State organization. Plans the work to be accomplished by subordinates, sets and adjusts short term priorities and prepares schedules for completion of work. Provides leadership for a comprehensive Rural Development Area Office to process, service and supervise, loan, grant and guarantee programs throughout the area. Has delegated loan approval authority and performs the full range of loan specialist duties. Supervises the development of overall operating and evaluation policies, procedures, methods, goals, objectives, and criteria for loan origination and processing. Supervises and directs the work of a subordinate staff responsible for making, servicing, and liquidating loans under RD loan authorities. Recommends appointment, promotion or reassignment to such positions in the unit; hears and resolves complaints from employees, effects minor disciplinary measures. Attends public meetings with various groups/ associations, performs public relations and outreach efforts in the geographic areas serviced.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including specialized experience and/or education, as defined below. Specialized experience is required to qualify for this position. Specialized experience is experience which is typically in or related to the position to be filled and which has equipped the applicant with the particular knowledge, skills and abilities to successfully perform the duties of the position. To be creditable, specialized experience must have been equivalent to at least one year in the next lower grade level in the normal line of progression for the occupation in the organization. For GS-13 level: Applicants must have one year of specialized experience equivalent to at least the GS-12; or its non-Federal equivalent that demonstrates: experience processing and servicing a full range of commercial and/or complex realty loans; servicing a loan portfolio of a bank or other loan association beyond consumer loans; or similar work which provided a knowledge and understanding of the technicalities of financing and credit of loan and/or grant programs. Experience must demonstrate use of judgment in providing financial management guidance to borrowers; ascertaining and analyzing borrower's financial capacity, and evaluating the general economic and financial conditions that affect the organization risk in granting, guaranteeing, or insuring the loan; and demonstrated leadership experience providing guidance and direction to a group of employees in processing and servicing loans and/or grant programs.
