You will serve as a Human Resources Specialist at the GG-13 grade level in the Chief Human Capital Office (CIPO), Defense Civilian Intelligence (DCIPS) Program Office, charged with full technical responsibility for one or more Department of the Navy (DON) DCIPS-wide civilian human resources (HR) programs/project assignments.

Duties

You will provide advice on DoD, USD(I) and DON DCIPS policy and guidelines on a full range of matters pertinent to assigned functions. You will monitor and review assigned programs/areas and develop appropriate policies, procedures, guidance, and program standards. You will assure that all policy/program issuances are properly integrated with staff actions and are fully supportive of the DON and Naval Intelligence mission requirements, program goals/priority emphasis areas and EEO objectives. You will initiate special studies, pilot programs or other actions and follows-up to assure that the Naval Intelligence Community maintains progressive personnel support. You will provide authoritative staff advice and technical guidance in assigned program areas to Naval Intelligence leadership, staff principals, and DON HR specialists. You will recognize recurrence of similar unprecedented and highly controversial problems and develop or propose new or revised approaches to resolve those problems. You will anticipate problems that management may encounter and accomplish preventive HR projects to best serve management's goals and mission. You will represent the Naval Intelligence Community at policy meetings and conferences with DOD, USD(I) and DON. You will periodically serve on DCIPS-wide work groups to analyze and resolve common problems or to develop new programs or tools. You will plan and/or conduct various studies and evaluation activities in assigned segments of the program areas. You will obtain necessary information through on-site visits, reports, review of known or suspected problem areas, contacts with DON commands/activities and other appropriate sources. You will translate findings into specific corrective actions, including new or revised program requirements or guidance, training, or other appropriate measures. You will provide feedback/follow-up to DON commands/activities to assure completion of required actions. You will prepare and present reports and briefings on program status and/or recommended actions to appropriate individuals. You will visit DO commands/activities to assist operating personnel and management officials as requested or as determined necessary by superiors.

Requirements

  • Must be a US Citizen.
  • Must be determined suitable for federal employment.

  • You must obtain and maintain a Top Secret security clearance and access to Sensitive Compartmented Information (SCI). Failure to do so may result in the withdrawal of an offer or removal. Indicate the level and date of your clearance in your resume.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or pass the test. You will be subject to random testing.
  • You must acknowledge in writing that you are accepting an appointment in the DCIPS (excepted service) which does not confer competitive status, prior to appointment.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • All Defense Intelligence positions under the Defense Civilian Intelligence Personnel System (DCIPS) are in the excepted service by specific statute, 10 U.S.C. 1601. This position is in the excepted service and does not confer competitive status.
  • This position requires a periodic polygraph examination.
  • This position may require a 2-year DCIPS trial period requirement.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS/GG-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector performing duties such as: Providing advice and assistance to employees and managers in matters related to conduct, performance, attendance, and dispute resolution. Guiding employees in resolving work-related or personal problems that may adversely affect performance. Providing information to employees on their rights and obligations regarding grievances/appeals, and refers cases involving possible discrimination to the appropriate authority. Informing supervisors regarding requirements to be considered in effecting disciplinary actions, removals/suspensions and resolving grievances and appeals. Managing work life and workforce shaping programs for the command.
