The National Indian Gaming Commission's primary mission is to work within the framework created by the Indian Gaming Regulatory Act (IGRA) for the regulation of gaming activities conducted by tribes on Indian lands to fully realize IGRA's goals: (1) promoting tribal economic development, self-sufficiency and strong tribal governments; (2) maintaining the integrity of the Indian gaming industry; and (3) ensuring that tribes are the primary beneficiaries of their gaming activities.

Duties

This position is located within the Department of the Interior, National Indian Gaming Commission, Compliance Division located in a regional office. Under the direction of the Regional Director and the Chief Compliance Officer, the Compliance Officers are responsible for monitoring the gaming activities of Indian tribes and to ensure compliance with tribal, state, and federal gaming laws and regulations. Major duties at the GG-13 include but are not limited to the following: Conducts site visits at Indian gaming operations within assigned region to ensure compliance with the Indian Gaming Regulatory Act (IGRA), the provision of a tribal gaming ordinance/resolution and the regulations of the National Indian Gaming Commission (NIGC). Monitors tribal gaming operations to ensure IGRA compliance. Serves as NIGC's representative to tribal governments. Provides training and technical assistance to tribal gaming agencies, gaming operators and management contractors. Maintains liaison with tribal, local, state and federal law enforcement and regulatory agencies. Conducts investigations, analyze data and prepare reports. Testifies in administrative and other proceedings and attend staff meetings and training sessions. Portland - Will be assigned to Washington, Idaho, Oregon, and Alaska Tribes Rapid City - Will be assigned to Montana, Wyoming, North Dakota, South Dakota, and Nebraska Tribes Assignments will be specifically designed to prepare you for advancement to the next higher level without further competition. Advancement to the next higher level is not guaranteed, and does depend on: (1) a demonstrated ability to successfully perform at the next higher level, to the satisfaction of the immediate supervisor; (2) the availability of sufficient work at the next higher level to warrant advancement; and (3) having satisfied all legal and regulatory requirements for advancement. This is a permanent, full-time, position in the Excepted Service. Competitive Civil Service status is not acquired under this appointment. New appointees to the Federal Government must serve a two-year trial period. Merit promotion procedures do not apply. Salary Information: Portland, OR: GG-12: $93,543 - $121,601 GG-13: $111,234 - $144,608 Rapid City, SD GG-12: $86,962 - $113,047 GG-13: $103,409 - $134,435 The NIGC has determined that the duties of this position are suitable for telework with supervisor approval.

Qualifications

To qualify for this vacancy, you must meet both the basic requirement, and the specialized experience requirement for the grade level you are applying. Applicants must have and maintain a valid driver's license. Basic Requirement: To meet the basic qualification requirements for this position, you must have: A Bachelor of Science or Bachelor of Arts, or higher-level degree in: Accounting, Finance, Criminal Justice, Business Administration, or a related field (i.e. marketing, management, law). Degree must be from a college or university accredited by the U.S. Department of Education. OR Combination of education and experience: Four years of experience in accounting, finance, criminal justice, business administration, or a related field, or an equivalent combination of experience, college-level education, and training that provided professional knowledge in those fields. Specialized Experience: In addition to meeting the basic requirement, applicants must meet the specialized experience requirement for the grade level to which they are applying. Specialized experience is experience that equipped the applicant with the particular knowledge, skills and abilities to perform successfully the duties of the position, and that is typically in or related to the position to be filled. Specialized experience is defined as: GG-12 (equivalent to GS-12) All applicants must possess at least 1-3 full years of experience with the following: working with tribal governments, tribal gaming commission/agencies or other tribal entities engaged in the regulation or enforcement of gaming laws; using forensic accounting to conduct investigations; or conducting investigations in accordance with Indian or gaming laws. GG-13 (equivalent to GS-13) All applicants must possess 5 years of experience working with gaming laws. At least 1-3 years of experience must be working with tribal governments, tribal gaming commission/agencies or other tribal entities engaged in the regulation or enforcement of gaming laws; using forensic accounting to conduct investigations; or conducting investigations in accordance with Indian or gaming laws. All qualification requirements must be met by the closing date of this announcement.
