Duties

Duties of the Mechanical Engineer at the GS-12 performance level include: This position has responsibility for technical approval of designs and drawings, for making critical engineering decisions and for actions essential to the mission of major hydroelectric facilities. Functioning as technical specialist in the areas of power plant mechanical engineering, turbine-generator systems, hydraulic governor systems, programmable logic controller (PLC) systems, and computer analysis used to assess, assemble, align, and adjust equipment for optimum performance. Responsible for engineering work on turbines, generators, transformers, circuit breakers, governors, excitation systems, protective equipment, fire protection systems, wastewater, and water treatment systems, etc. Reviewing and interpreting complicated equipment operation and energy production data and resolving inconsistent or incorrect data and computations. Supports engineering work on critical water and power control systems including Supervisory Control and Data Acquisition (SCADA) and Unit Controls Modernization (UCM).

Basic Education Requirements: Applicants must first meet the Basic Education Qualification Requirements listed below: A. Degree: Engineering. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one or more programs accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus AND courses (more advanced than first-year physics and chemistry) in five of the following eight areas of engineering science or physics: (a) statics; (b) dynamics; (c) strength of materials (stress-strain relationships); (d) fluid mechanics, hydraulics; (e) thermodynamics; (f) heat transfer; (g) machine design; and (h) basic electronics and electricity. OR B. Combination of education AND experience: - college level education, training AND/OR technical experience that furnished: (1) a thorough knowledge of the physical and mathematical sciences underlying professional engineering, AND (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following: Professional registration or licensure -- current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Written test -- evidence of having successfully passed the Fundamentals of Engineering (FE) exam or the written test required for professional registration. Specified academic courses -- successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in the basic requirements. The courses must be fully acceptable toward meeting the requirements of a professional engineering curriculum as described in paragraph A; or Related curriculum -- successful completion of curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions. Specialized Experience Requirements: In addition to the basic education requirement, in order to be rated as qualified for this position, the HR Office must be able to determine that the applicant meets the specialized experience requirement - this information must be included in the resume. To qualify for the GS-11 level: You must have 3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree OR one year of full time specialized experience equivalent to the GS-9 grade level OR a combination of education and experience. Specialized experience for the GS-11 level experience such as oversight and technical support of civil, mechanical, and structural construction contracts including experience in reviewing technical submittals and modifications as they relate to construction projects OR experience assisting with engineering investigations, inspection of facilities and reviewing technical reports. To Qualify at the GS-12 Level: Applicants must possess one year of specialized experience equivalent to at least the GS-11 level such as professional engineering experience developing project scope of work and cost estimates, overseeing field construction activities, review of technical documents, drawings and specifications, and coordination with project stakeholders and contractors. OR experience reviewing technical documentation, performing engineering investigations and analysis, inspecting industrial systems or facilities, writing technical reports, and coordinating repairs to industrial systems or facilities. Professional Certification at the GS-12 is preferred. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You must meet all Eligibility and Qualification requirements, including any selective placement factors if applicable, by 01/19/2024.

Education

This position has a mandatory education requirement. You must submit a copy of college transcript(s) (unofficial copy is acceptable) to support claimed education if substituting education for experience. Transcripts must include the name of the college or university and date the degree was conferred. Non-submission will result in being rated not qualified for the position.

You will be required to provide official college transcripts to verify educational qualifications, if selected. An official transcript must be sent directly from the University's Registrar's office and must be provided from the institution awarding the degree. Academic transcripts certified by notary publics are NOT official. Official transcripts must be submitted prior to reporting to work as a condition of employment. Failure to submit official transcripts may be grounds for dismissal or rescission of the job offer.

Accreditation: Only education from an accredited college or university recognized by the Department of Education is acceptable to meet education requirements or to substitute for experience, if applicable. Foreign Education: To receive credit for education completed outside the United States, you must show proof that the education has been submitted to a private organization that specializes in interpretation of foreign educational credentials and such education has been deemed at least equivalent to that gained in conventional U.S. education programs.
