About the Position: This announcement is for a Construction Control Representative, GS-0809-12, in the Engineering and Construction Division, in the Eastern Area Office, Central Area Office or Western Area Office
Duties
Perform, monitor, inspect, and investigate all construction phases to ensure compliance with contract specifications and drawings, Scope of Work, and approved shop drawings, and submittals.
Prepare various reports and correspondence pertaining to such matters as progress payments, contract modifications, delays in construction, construction schedule, project closeout.
Participate in design review conferences with Project Manager, Area Engineer, Resident Engineer, and design engineers/architects as well as construction aspects of the design and foreseeable problems.
Make on-the-spot decisions within authorities and implement a plan of action to avoid delays in construction, deviations from schedules and resolution of disputes over the acceptability of work.
Determine need for major changes and presents recommendations to the Administrative Contracting Officer
Oversight of contractor operations to determine whether they comply with wage and hour, equal employment opportunity, or other labor laws and regulations.
Monitor the contractor’s schedule and uses contractual actions to address contractor schedule problems and slippages.
Identify actual or potential problems and determines solutions and the necessity for changes.
Review plans and specifications prior to contract advertisement to determine practicability from construction viewpoint, whether physical obstructions or other difficulties have been anticipated, and whether materials selected are readily available.
Mentor and train Junior Construction Representatives
Observe and investigate construction at all stages to identify conflicts and/or problems and takes timely corrective action.
Conduct periodic safety meetings for both Government and contractor personnel, attend safety meetings conducted by Area/Resident Engineer, and/or contractor's representative, and advises contractor personnel in all matters relating to safety.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Incumbent will be required to sign a mobility agreement as a condition of employment.
- The position requires the incumbent to possess and maintain a valid state issued motor vehicle driver's license.
- One year trial/probationary period may be required.
- This position requires you to submit a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter.

Specialized Experience GS-12: One year of specialized experience which includes Perform Quality Assurance (QA) surveillance of construction activities on-site to assure that the contractor is conducting quality control operations to produce work in conformance with contract plans and/or specifications; Review all aspects of the construction project for technical accuracy: Evaluate complex construction project issues to develop solutions and/or advise management on courses of action and Provide QA support to contractors throughout a construction project by reviewing or recommending approval of schedules, performance of inspections, and/or compiling reports on cost performance. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-11).
