About the Position: This position is for a Construction Management Specialist for the U.S. Army Corps of Engineers, VAMC Canandaigua Area Office. This position will perform a variety of business management duties in support of the construction management operation.

Duties

Assists with formulation and submission of the operating budget and annual construction placement projections. Coordinates with District level elements on initial and subsequent requests for funding and obtains justifications for all needs forecasted. Monitors all obligations and expenditures to insure the funds are used for the purpose for which allotted. Analyzes data to recommend establishment of priorities and levels of funding and advises on means of reducing costs and expenses without impairing mission capability. Utilizing construction placement for the Resident/Area Office to help assure adequacy, timeliness, and proper allocation of the FTE manpower, material and financial resources. Develops annual staffing plan for the Resident/Area office Performs a variety of administrative support duties to include purchasing, government property, human resources issues, new employee orientation, records coordinator and timekeeping. Prepares and/or coordinates various administrative reports. Maintains records, coordinating the retention and disposition of files. Adheres to complex regulation requirements and prepares appropriate documentation for each transaction. Monitors annual and sick leave usage, as well as overtime and provides information to supervisor on leave balances and usage where potential problems may be indicated. Advises Senior Lead Engineers in the areas of business management and administration based on knowledge of the organization, methods, funds, people, equipment, and other tools or resources of management. Analyzes function, procedures, practices and resources, and synthesizes information into recommendations to achieve efficiency, continuity and economy of operations. Monitors the status of Performance Indicators. Represents the Senior Lead Engineer on conference calls on a variety of performance indicator issues.

(Note: You must attach a copy of your transcripts.) OR Successfully completed all the requirements for a bachelors degree and am claiming Superior Academic Achievement. In order to be creditable under this provision, Superior Academic Achievement must have been gained in a curriculum that is qualifying for the position to be filled, such as that identified in B above. GS-9 Minimum Qualification: one year of specialized experience equivalent to at least the GS-07 grade level in the Federal service which includes performing a variety of business management duties in an office environment; preparing correspondence; maintaining contract files/records; making travel arrangements; timekeeping, and complete weekly reports, purchasing, government property, human resources issues, new employee orientation. OR Successfully completed a masters or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree , in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position, such as Clerical, Administrative, or Business management. . OR Specialized experience as described in A, but less than one year; and I have at least one year of graduate education as described in B, but less than the required two years. I have computed the percentage of the requirements that I meet, and the total is at least 100% (To compute the percentage, divide your total months of qualifying experience by 12. Then, divide your semester hours of graduate education beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.
