This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Domestic Defense Industrial Base (DIB) Facilities and the Major Range and Test Facilities Base (MRTFB) in the Department of Defense to recruit and appoint qualified candidates to positions in the competitive service.

Duties

Test, troubleshoot, maintain and repair electronic equipment and integrated systems with complex circuitry. Assist higher grade employees on system assembly and complex repairs. Utilize electronic principles to test and troubleshoot systems. Operate automatic test equipment such as chasses, circuit cards or cable harnesses to locate and repair defective components. Complete all required repairs and test the system for correct operation. Follow detailed schematics, and work instructions to construct individual chassis and components of electronic equipment.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position has a Temporary Duty (TDY) or business travel requirement of 60% of the time.
  • This position requires the incumbent to possess, or obtain and maintain, a valid regular or official U.S. Passport.
  • Required to obtain and maintain a government issued travel credit card.
  • This position requires the completion of a pre-employment Physical Examination and an annual examination thereafter to ensure the continued, required level of physical health and ability or fitness to perform the duties of the position.
  • The duties of this position require the incumbent to possess or obtain and maintain a valid state Driver's License in one of the 50 U.S. states or possessions to operate vehicles.
  • This position has a requirement to lift up to 40lbs in the regular performance of duties.
  • This position requires shift work and overtime to provide coverage on evenings, weekends, holidays, or special situations.
  • Required to utilize, wear and maintain a safety harness when climbing and suspending from heights.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.

Qualifications

Minimum Qualifications (Screen Out Element): Ability to do the work of a(n) Strategic SATCOM Installation Worker I have the ability to perform common tasks to include maintaining, troubleshooting, testing, repairing problems and assembling electronic components and operating construction worksite machinery. I can remove and replace defective components, operate automatic test equipment, perform basic construction skills, and operate heavy equipment machinery. I work under normal supervision of a work leader or journey-level employee who observes tasks in progress and upon completion to make sure they are properly performed. - Failure to meet this Screen out Element will result in an ineligible rating. To meet the basic eligibility, you must receive at least two points on the screen-out element indicated above and must have an average of two points on all the job elements listed below. Your application will be further evaluated to determine if you meet the best qualified cut-off for referral to the selecting official. PHYSICAL EFFORT: Work requires normal color perception, close eye-hand coordination, and body movements such as sitting, kneeling, bending, climbing, standing, crawling, stooping, and lifting. Frequently lifts items up to 40 pounds, but items in excess of 40 pounds are lifted with either a lifting device or with the aid of coworkers. May be required to climb and be suspended from heights. May be required to work in cramped and strained positions inside and outside vans, shelters, and on work-stands. Frequently lifts and handles equipment or test sets up to 40 pounds. Regular walking to various work sites to start or check on work status. Occasional bending and crouching in equipment shelter and climbing steps or ladders to reach installed equipment. May incur frequent and repetitious body movements such as sitting, kneeling, bending, climbing, standing, crawling, stooping, lifting and working overhead. Exerts additional effort in operating equipment controls, making more frequent arm and leg movements. Vibration of the forklift trucks requires greater physical endurance to withstand the strain. Required to work in cramped and strained positions inside and outside vans, shelters, and on work-stands and lifting device. Required to climb and be suspended from heights utilizing a body harness. May be required to wear protective equipment such as fall protection, safety glasses, earplugs, safety shoes etc. Is required to comply with all applicable safety directives. WORKING CONDITIONS: Subject to the usual hazards associated with the electronic trade and work environment such as electrical shock; abrasions; burns; bruises; cuts; exposure to fumes, oils, greases, varying noise levels; and R.F. radiation. May be required to wear protective equipment such as safety glasses, earplugs, etc. May be exposed to adverse weather conditions when working outside. Is required to comply with all applicable safety directives. Position is assigned continuing responsibility to assure that group work assignments are carried out. Responsible for electrical/electronic test, troubleshooting, and alignment of electronic equipment which has a number of complex and interrelated circuits and components. Judges the effect of repairs or modifications of one circuit on related components and devices. Tests and aligns components to assure a properly functioning system. Work is performed under minimum supervision at the activity and without direct supervision while on TDY assignments. Receives oral and written assignments in the form of work orders and a general discussion of the work to be performed including such things as planned completion dates and schedules. Frequently coordinates with technical and professional personnel on matters involving operating specifications or modifications to equipment or system. Supervisor evaluates performance on the adherence to production schedules, technical independence and inspection pass/fail rate of completed work. Government Passport and Travel card is required. This position is responsible for selecting appropriate gears, power settings, and speeds for equipment operations, based on various soil conditions. The employee makes judgments concerning equipment operations such as the lift capacity, weight, and balance of a backhoe and its load. The employee is responsible for operator maintenance on tractors and equipment such as checking and replenishing fluids to proper levels, examining and changing filters, changing and sharpening blades, lubricating equipment, and making necessary adjustments. The employee is responsible for safely operating the tractor and equipment on public roads and at the work site. Normally works in a equipment repair shop at bench test sites, occasionally at on-site indoor or outdoor locations in various weather conditions. Chance of electrical burns or shock from RF energy, cuts from use of hand tools, and strains from lifting equipment. Subject to the usual hazards associated with the electronics trade and work environment such as electrical shock; abrasions; burns; bruises; cuts; exposure to fumes, oils, greases, varying noise levels; and R.F. radiation. May be exposed to adverse weather conditions when working outside. The employee may be exposed to dust and dirt. May be required to wear protective equipment such as fall protection for working at heights, respirators, safety glasses, earplugs, safety shoes etc. Required to comply with all applicable safety directives. Travels as required to perform assigned duties.
