The primary purpose of this position is to serve as a logistics management specialist supporting acquisition phases of assigned systems, programs, or major equipment. Support Common Aviation Support Equipment (CAvSE) duties to include use of Defense Property Accountability System as Program Manager and Architect for Maintenance & Utilization as well as other systems.
Duties
Integrated Logistics Support (ILS) responsibilities.
Provide filed level subject matter expert to assist Product Groups, assists project/program managers and ASEMF personnel with CAvSE program logistics plans assessment criteria.
Serves as technical advisor on CAvSE contracts interpreting CAvSE and AvSE MIS logistics plans data.
Serves as representative and spokesperson in communicating CAvSE and AvSE MIS data program matters.

Qualifications
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes knowledge of logistics management concepts and procedures as it applies to supply chain operations, which consists of supporting the logistical operations as it relates to weapons and weapon support systems within the organization and acquisition phases of assigned systems, programs, or major equipment. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
OR EDUCATION: Successfully completed a Ph.D. or equivalent doctoral degree; 3 full years of progressively higher level graduate education leading to such a degree; LL.M. in a major field of study appropriate to the specialization of the position. COMBINATION OF EXPERIENCE AND EDUCATION: Specialized experience described at the next lower grade GS-09, or equivalent in other pay systems and I have successfully completed part of a Ph.D. or equivalent doctoral degree; 3 full years of progressively higher-level graduate education leading to such a degree; LL.M. in a major field of study appropriate to the specialization of the position as described. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of basic theories and principles of systems design, specifications development techniques; and an understanding of acquisition and maintenance requirements as well as organizational functions involved in logistical support.
2. Knowledge of theories and principles of Integrated Logistics Support (ILS) planning, development, and execution sufficient to coordinate and integrate functions into a total, well structured, and viable CAvSE program.
3. Knowledge of system life cycle concepts and design as they apply to system research, development, and acquisition.
4. Knowledge of contractual processes, procedures, and technical requirements.
5. Ability to plan, analyze, and coordinate CAvSE to applicable product group for acquisition and transfer into operational use; to include the identification and correlation of specific CAvSE requirements for money, manpower, materiel, facilities, and services needed to support the program; and to develop and analyze data to determine logistic objectives and goals, identify support requirements (including funding, contract development, and other technical support requirements), and establish relationships between the participants involved in deploying the plan.
6. Ability to communicate effectively, both orally and in writing.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
