You will serve as a Industrial Property Management Specialist in the Contracts Department C400 of SUPSHIP GULF COAST.

Duties

You will assist the Property Administrator with identification of compliance deficiencies to determine the impact and effectiveness of the Compliance Program in reducing risk levels on government contracts. You will assist the Property Administrator with corrective action plans to determine the impact and effectiveness of the Compliance Program in reducing risk levels on government contracts. You will assist the Property Administrator with resolution status and analyzing data to determine the impact and effectiveness of the Compliance Program in reducing risk levels on government contracts. You will ensure full resolution of all internal and external audit reports, inquiries and data calls. You will audit the contractor’s Property Management system and procedures for adequacy in accordance with the Government property clause, FAR Part 52.245-1 and contract terms. You will be responsible for post award administration contractor business system compliance for numerous major shipbuilding contracts, including new construction vessels, PSA, overhaul and major systems acquisitions. You will meet with the contractor to solidify the understanding and impact of the findings, to clarify the provisions of the contract and to recommend changes that would initiate improvement. You will communicate with the various contractor management, up to the department head/director level, personnel from government procurement and logistics activities and representatives of the Defense Contract Audit Agency. You will conduct assigned audits and assists the designated Property Administrator in the annual review of the contractor’s property management system (PMS). You will review the contractor’s property PMS for adequacy in accordance with governing regulations. You will develop a property administration plan for each assigned function and conducts a complete audit by function. You will prepare a summary report upon completion of the PMSA. You will advise the contractor where corrective action is necessary due to noncompliance with the Government Property clause, specific terms and conditions in the contract and the contractor’s own written procedures. You will submit a final PMSA summary report, to include a list of deficiencies, to the contractor for each assigned function. You will prepare an assessment and recommendation of findings with significant classification in the event the withholding clause is utilized.

  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

Your resume must demonstrate one year of specialized experience equivalent to the next lower grade level/pay band GS-11 in the federal service or equivalent experience in the private or public sector working within property management systems i.e. auditing, reviewing contracts and determining deficiencies to ensure compliance with existing contracts for proper turnover and maintenance of property.
