Duties

You will analyze requirements to create engineering or support services solutions related to facilities sustainment, restoration or modernization issues. You will implement policies and directives issued by the command and other appropriate authorities to meet public works business mission. You will conduct cost analysis for functional areas (e.g., Facility Sustainment, Facility Management, Restoration Modernization) that support Command mission. You will assign work to subordinates based on priorities, difficulty of assignments, or the capabilities of employees. You will identify the training needs of employees to provide developmental training. You will evaluate the performance of subordinates by establishing performance standards.

Qualifications

This position has a selective placement factor that will be used to screen out ineligible candidates. The selective placement factor is: You must currently be a licensed Professional Engineer (PE) if applying for the 0801 series. You must be a Registered Architect (RA) if applying for the 0808 series. Your license or registration must be held in a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States. You MUST provide a copy of your current license/registration with your application. A copy of a wall certificate that does not have an expiration date will not serve to verify this requirement. In addition to the selective placement factor, your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-14 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Overseeing and coordinating Public Works Business Line including engineering services such as facility energy management, facilities condition assessments, facility certification (e.g., boilers, vertical transportation equipment/elevators, back flow preventers, unfired pressure vessels, and weight handling equipment), and production management services; 2) Overseeing and coordinating facilities sustainment and services such as fixed price projects, building, utilities production, utilities operations, facilities/utilities repair & construction, recurring/preventive maintenance, and emergency services; 3) Managing facilities support contracts; 4) Ensuring adherence to program policies, processes, and practices; and 5) Managing diverse groups of trades/technical/professional personnel to accomplish the execution of high profile programs/missions. Successful completion of a professional engineering degree. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position.

Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. OR
Have a combination of college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the arts and sciences underlying professional architecture, and (2) a good understanding, both theoretical and practical, of the architectural principles, methods, and techniques and their applications to the design and construction or improvement of buildings. The curriculum for a degree is in either architecture or architectural engineering and covers function, esthetics, site, structure, economics, mechanical-electrical, and other engineering problems related to the design and construction of buildings primarily (but not exclusively) intended to house human activities.
