The mission of the National Counterintelligence & Security Center is to lead and support the U.S. Government's counterintelligence (CI) and security activities critical to protecting our nation; provide CI outreach to U.S. private sector entities at risk of foreign intelligence penetration; and issue public warnings regarding intelligence threats to the U.S.

Duties

Major Duties and Responsibilities: Mission Capabilities Directorate (MCD) brings together the enabling technology programs and initiatives for the NCSC. MCD addresses mission requirements, while improving flexibility, effectiveness, efficiency, and transparency. Its responsibilities span trusted workforce, operations collaboration, screening and vetting, and critical infrastructure protection. MCD is seeking outstanding leaders to join our team of Mission Program Managers who identify and develop in-demand mission solutions on behalf of the Counterintelligence (CI) and Security community. MCD/PMs are leaders - they support the U.S. Government-wide CI and Security mission by delivering innovative systems and integrated capabilities that allow USG partners to more effectively their executive their duties. MCD PMs require familiarity with IT competencies, must have outstanding communication, briefing, and efficient management skills, and must be able to negotiate interagency agreements for data and information sharing. MCD PMs are responsible for the success of one or more IT projects - which may include one or more of the following systems: Scattered Castles, Continuous Evaluation, Annual Vetting, Common Technology, CITADEL-FAME/FITA, FOGLIFT, and more. MCD PM responsibilities include: The IT PM for Scattered Castles will be responsible for overseeing the IC-wide Scattered Castles system, which is the IC's authoritative personnel security repository for verifying personnel security access approvals, visit certifications, and documented exemptions to personnel security standards. The IT PM will be responsible for interagency oversight for Scattered Castles system budget, scope, and timelines for collaboration, as well as chair the Scattered Castles Executive Steering Group. Provide leadership and/or oversight to complex IT projects or programs that may include ill-defined requirements, ambiguity, parallel tasks, multiple dependencies, high risks, and multiple interfaces. Ensure alignment with strategic or corporate objectives. Lead the definition and review of customer and stakeholder requirements. Ensure plans and schedules are developed and followed throughout the life of the project. Lead and guide the resolution of issues in project plans and schedules based on a clear understanding of customer requirements and information on project cost, schedule, quality, and performance. Provide expert oversight of cost and resource estimates. Participate in budget planning activities and develop cost estimating strategies for future projects. Provide leadership, guidance, and oversight to project implementation and quality assurance by effectively evaluating and monitoring cost, schedule, and performance, assessing variances from the plan, and overseeing the execution of necessary corrective actions. Lead project performance reviews and control gates, gather important information, and make authoritative decisions about required next steps. Oversee the development and maintenance of appropriate project documentation. Manage the expectations of senior-level customers and ensure the delivery of quality products and services. Lead the examination of project successes and failures and develop solutions to improve products and services. Oversee the work of team members; monitor work activities to ensure counterintelligence and security policies and procedures are followed. Provide help or assistance to team members or others when needed. Communicate needs and requirements to project team members. Other duties, as assigned.

Qualifications

Mandatory Requirements: Working knowledge of the personnel security business to include case processing fundamentals for federal investigations and adjudications. Familiarization with the Federal Government's Trusted Workforce 2.0 effort, and the business transformation efforts related to it. Expert experience in providing leadership, oversight, and guidance to the effective management of complex projects; in managing and mitigating risks, assessing customer requirements, identifying dependencies, and developing responsive project plans; in estimating costs and other resources using quantitative analysis to project requirements. Expert ability to communicate, both verbally and in writing, complex information in a clear, concise manner that is targeted to and meets the needs of diverse audiences including ODNI and IC wide executives. Superior interpersonal, organizational, and problem-solving skills, including a demonstrated ability to work effectively manage individual and team responsibilities. Expert knowledge of the rules of governance and project lifecycle methodologies; considerable knowledge of Project Management concepts and principles. Superior ability to quickly apply new technologies, methodologies, and technical languages. Expert ability to establish regular contact with high-level internal and external resources and have periodic contacts with other offices, supplying or seeking information on specialized and non-specialized matters; excellent use of tact when expressing ideas or opinions to senior leaders, customers, contractors, and other stakeholders. Superior ability to listen to, clarify, and convey understanding of others' ideas, comments, and questions as well as to integrate and build upon diverse opinions in a manner that encourages the formation of integrated solutions and positions. COTR certification or willingness to become COTR certified within 90 days of EOD.
