THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION. This National Guard position is for a EMERGENCY MANAGEMENT SPECIALIST (COOP), Position Description Number T5776000 and is part of the KS Joint Forces Headquarters, National Guard.

Duties

As an EMERGENCY MANAGEMENT SPECIALIST, GS-0089-11, you will serve as a planner, coordinator, and advisor for the JFHQ-State Emergency Management and Continuity of Operations matters. Uses existing and improves-upon communications templates and procedures in conjunction with State Homeland Security Office, Emergency Management Agency, Joint Forces Headquarters, Army and Air National Guard Headquarters and National Guard Bureau. The incumbent must continually gather information, identify and analyze issues, and develop recommendations to resolve substantive problems related to Emergency Management and Continuity of Operations planning. Provides program planning, assessment, coordination, and advisory services for a wide variety of complex Emergency Management issues ranging from support plans to the effective management of limited resources. Ensures coordination between JFHQ-S and NGB on Emergency Management and Continuity of Operations plans, guidance, policies, and procedures. Accurately portrays current JFHQ-State operations and capabilities to facilitate shared situational awareness with NGB and mission partners. Ensures timely input of data into the Joint Information Exchange Environment (JIEE). Collaborate with JFHQ-State leaders, NGB, ANG, ARNG, state, local, tribal and private entities to build internal and external coalitions to ensure the myriad of Emergency Management related issues are holistically analyzed by all applicable stake-holders. Other duties as assigned. Work Schedule: This position works on a 5/4/9 compressed work schedule that consists of a 5 day workweek, then a 4 day workweek ( 8 nine-hour days and 1 eight-hour day and an SDO, Scheduled Day Off) to complete the 80 hour pay period. Work schedule is subject to change based on mission requirements. Telework: ELIGIBLE FOR SITUATIONAL TELEWORK ONLY, INCLUDING EMERGENCY AND PRESCRIBED "UNSCHEDULED TELEWORK"

Requirements

  • May occasionally be required to work other than normal duty hours; overtime may be required.
  • May be required to travel by car, in military and/or commercial aircraft, and by other means of transportation as appropriate to perform temporary duty assignments.
  • The work may require the incumbent to drive a motor vehicle; if so, and an appropriate valid driver's license is mandatory.
  • Must be able to obtain required certifications, as applicable.
  • Position designated as Essential and may be subject to duty in preparation for, or in response to, a state emergency or disaster declaration. This designation will not exceed 14 calendar days per year unless otherwise approved in advance by the TAG.
  • Required to obtain and maintain the DoD mandated Defense Sexual Assault Advocate Credentialing Program (D-SAACP) certification and maintain certification through meeting annual continuing education training requirements.
  • Incumbent is required to be on-call 24 hours a day, 7 days a week and to support extended hours (weekdays, weekends, and holidays) of operation during local and or national emergency events.
  • Must be able to obtain and maintain a TOP SECRET/SCI security clearance.

Qualifications

**This position is designated as key and considered mission essential, work performed by employee directly impacts functions, initiatives, and operations of the Installation and NGB. Employee required to remain on duty or report for duty during severe weather or other installation closings or emergencies and required to work irregular hours in crises situations. SPECIALIZED EXPERIENCE: Must have at least one year of specialized experience equivalent to at least a GS09. Experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform successfully the duties of the position, and that is typically in or related to the position to be filled: Comprehensive knowledge and experience in applying the concepts, theories, principles, and practices of DoD Emergency Management and Continuity Programs. Knowledge of qualitative and quantitative methods for the assessment and improvement of program effectiveness and the improvement of complex processes and systems to address continuity and emergency management planning issues. Effective speaking and writing skills to communicate effectively with officials, staff, field activities, higher headquarters and other agencies to produce clearly written reports and correspondence, often involving controversial issues. Proficient in the use of JIEE, WebEOC, GEC20, JTIMS, APAN, DART, DRRS-S and related systems used by the JFHQ-S to communicate with NGB, State Homeland Security Office/Emergency Management Agency. Proficient in the operation of High Frequency radio systems used in emergency response operations. Must have comprehensive knowledge of Federal, military, state, and local government organizational structures and relationships, especially as related to Emergency Management and Continuity of Operations to develop new methods, approaches, or procedures to effectively plan for and coordinate state readiness and recovery operations. Knowledge in applying techniques and skills to develop exercise policies, plans and procedures required for effective Emergency Management and Continuity of Operations. Knowledge of Presidential Policy Directives, Department of Defense Regulations, Federal Emergency Management Agency Guidance, National Incident Management System, National Response Framework and Mission Essential Functions. ADDITIONAL CONDITIONS OF EMPLOYMENT: Physical Demands: The work is primarily sedentary. However, during disaster response, long work hours under extreme stress is expected. Work Environment: Work is typically performed in an office setting with adequate lighting and physical comforts. However, if deployed to impacted locations, incumbent may be subjected to unpleasant environmental conditions, including extremes of temperature and weather.
