This position is located in the VHA, Office of Finance, Revenue Operations, Quality and Performance Division. The position is serving as the Revenue Operations/Consolidated Patient Account Center (CPAC) Internal Audit Lead Auditor for a nationwide Internal Controls Program.
Duties
Assists in the development and implementation of internal operational controls and monitors; ongoing reviews of organization controls.
Helps assess the adequacy and extent of programs designed to safeguard the organizations assets.
Serves as a point of contact for external audit and regulatory agencies.
Assists in the compilation of all required management reporting relating to control testing, test results, risk issues, trending, root causes, and remediation.
Provides ad hoc internal controls guidance and analysis to executive management and operational teams as requested.
Works with Auditors and Program Analyst to complete internal audits.
Monitors nationwide internal audits that are testing the financial and operational performance of the revenue cycle process across all Consolidated Patient Account Center (CPAC) processes to evaluate.
Plans and monitors internal audits of all significant Revenue Operations processes.
Work Schedule: Mon-Fri, 8:00am - 4:30pm

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 01/12/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience and/or education as described below:
Individual Occupational Requirements - Your application materials must clearly identify the following OPM Individual Occupational Requirements for Auditing Series, 0511
Degree: Auditing; or a degree in a related field such as business administration, finance, public administration or accounting.
OR
Combination of education and experience: at least 4 years of experience in Performance Auditing, or an equivalent combination of performance auditing experience, college-level education, and training that provided professional auditing knowledge. The applicant's background must also include one of the following:
A certificate as a Certified Internal Auditor or a Certified Public Accountant, obtained through written examination;
Completion of the requirements for a degree that included substantial course work in auditing or accounting, e.g., 15 semester hours.
In addition you may qualify based on your experience as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
1) Assists in the development and implementation of internal operational controls and monitors; ongoing reviews of organization controls.
2) Plans Revenue Operations processes.
3) Provides ad hoc internal controls guidance and analysis to executive management and operational teams as requested.
4) Evaluates design effectiveness of standard operating procedures (SOP), risks and internal controls; and recommending improvements to standard operating procedures (SOP) risks and internal controls.
5) Works with Auditors and Program Analysts to complete internal audits.
6) Provides recommendations for improvements to meet Internal Audit objectives.
7) Serves as a point of contact for external audit and regulatory agencies.
Note: Evidence of specialized experience must be supported by detailed documentation of duties performed in positions held on your resume. You must provide work experience information such as hours per week, salary, and starting/ending dates of employment (month and year format) to establish you have one (1) full year of Specialized Experience at or comparable to the required grade level.

Physical Requirements: The work is primarily sedentary with long periods of sitting at a desk, working with computers daily. Some work may require walking in offices and similar areas for meetings.
