Duties

Maintains management-employee communications, assists employees in improvement of performance and keeps them informed of policies, personnel and other management programs. Maintains absolute currency in every aspect of skill definition, to include working as a scheduled controller in the terminal tower positions. Serves as Supervisor, Air Traffic Control Branch, which consists of an air traffic control tower, with responsibility for the safety of aircraft operations within the airspace designated by the Federal Aviation Administration (FAA). Determines the need for and develops specialized air traffic and navigational procedures to meet local requirements, or to improve techniques and services, and recommends changes to standard procedures. Evaluates effectiveness of operating procedures and develops improved practices and procedures to increase efficiency of operations. Ensures compliance with established policies and procedures within the branch. Advises and furnishes on the spot guidance for the solution of problems. Determines the need for and develops specialized air traffic and navigational procedures to meet local requirements, or to improve techniques and services, and recommends changes to standard procedures. Develops or participates in the development of work performance standards. Effects both minor and serious disciplinary issues, such as issuing warning and reprimands and other discipline for more serious cases. Reviews and approves or disapproves requests for leave. Supervises civilian air traffic control specialists to provide uninterrupted air traffic control services during scheduled operating hours. Responsible to Airfield Manager for the personnel management of the Branch.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
  • This position is subject to a pre-employment drug screening, and random testing thereafter, to include testing based on reasonable suspicion and testing due to direct involvement with an on-duty accident.
  • This position has a Temporary Duty (TDY) or business travel requirement of 25% of the time.
  • This position is supervisory as defined by the Office of Personnel Management's (OPM) General Schedule Supervisory Guide (GSSG). A one-year probation to assess your ability to perform supervisory duties is required unless previously completed.
  • Must possess a valid FAA Air Traffic Control Specialist Certificate.
  • This position requires the completion of a pre-employment Physical Examination and an annual examination thereafter to ensure the continued, required level of physical health and ability or fitness to perform the duties of the position.
  • A pre-employment physical is required and annually thereafter. Incumbent must meet and maintain the physical and mental qualification standards established by the Office of Personnel Management (OPM).
  • This position requires shift work to provide coverage on evenings, weekends, holidays, or special situations. Employee shifts are rotated on a regularly scheduled basis.
  • Ability to make rapid and precise judgements in a real time work situation to conditions that are often very stressful, to operations and to adjust rapidly to changes of work activity.

Coordinating with external agencies such as the FAA or Air Traffic Services Command (ATSCOM), PMATC. Directing and coordinating for aircraft in assigned airspace and performing tower air traffic control duties in accordance with Federal Aviation Administration (FAA) rules, regulations and procedures governing the movement of air traffic. This position requires a fully qualified Air Traffic Controller. Applicants must possess or obtain a valid Air Traffic Control Specialist Certificate. This position requires that the incumbent possess and maintain the following or above listed FAA issued certification(s). NOTE: For each certification listed, you MUST submit a copy with your application package, or you will be rated in-eligible. As such, this position is covered under special retirement coverage. The individual hired is subject to Special Retirement provisions to include additional contributions to the retirement fund, mandatory separation/retirement at age 56 with 20 years of approved special retirement service, options for early retirement at any age after 25 years of approved special retirement provisions service, or at age 50 with 20 years of approved special retirement provisions service. Department of Defense (DoD), in accordance with 5 USC 3307, has determined an individual must be appointed to their first/original appointment into a DoD position that has been identified and approved for special retirement coverage as an Air Traffic Controller no later than the last day of the month in which they become 36. Preference eligible veterans over the age of 36, may apply regardless of the age restriction. If selected, a waiver of the age restriction will be requested by the hiring official for approval by the Department of Army. An individual who is past the maximum entry age (36) who previously served in an approved Department of Defense Air Traffic Controller position may be reinstated to a covered position provided they meet the applicable qualification requirements AND will be able to complete a total of 20 years of covered service as an Air Traffic Controller by the last day of the month in which they become 56. Department of Army may approve an exception to the maximum entry age (36) for original entry into a covered Air Traffic controller position. However, any individual who has reached the mandatory separation age (56) is not eligible for employment or reemployment as an Air Traffic Controller. In addition to providing the required eligibility documentation listed elsewhere in this job announcement, you must provide sufficient documentation to determine proof of age.
