Duties

4-Year 7306 appointment with potential for re-appointment (not guaranteed). Physician Applicants - Education and length of practice (experience) will be considered by a Professional Standards Board and Compensation Panel in determining the salary of the applicant selected. This is a Pay Table 5 Tier 2 position. Salary range $145,000 to $295,000 Nurse Applicants - This is a Pay Band 3 position. Salary range $141,022 - $195,000 Exceptions to the salary cap must be approved. For more information go to http://vaww.fscdirect.fsc.va.gov/pcs.asp The Executive Director of the Veterans Health Administration's (VHA) Healthcare Operations Center (HOC) is the Senior Executive Service Equivalent Officer responsible for VHA's central nerve center linking operational performance data and information, VHA Central Office (VHACO) and field stakeholders, and enterprise priorities together to enable data driven action and integrative oversight that improves Veteran care. The Executive Director oversees Program Directors in the area of Field Operations, Monitoring & Analytics, and Implementation & Integration. These programs are responsible for developing enterprise-wide metrics and monitoring of organizational performance. In addition, they act as the central liaison for communications between VHA Central Office and the field. They are also responsible for implementation of high-profile, enterprise-wide initiatives; examples include the Under Secretary of Health's 6 VHA priorities, the Referral Coordination Initiative and MISSION Act implementation. The Executive Director will foster bi-lateral communication between central office and field facilities; enable robust analytics and monitoring capabilities across various VHA databases and reporting streams; and serve as a primary change management agent for VHA in implementing enterprise-wide change, including Electronic Health Record Modernization. Assist the Deputy to the Assistant Under Secretary for Health for Operations for Redesign (DAUSH/OR) in dealing with matters that extend well beyond the assigned program responsibility. The Executive Director has overall responsibility, as well as delegated authority for the oversight and administration of broad emerging, and/or critical Agency healthcare operations, to achieve specified goals and objectives. Evaluates overall effectiveness, efficiency, and productivity of these programs and recommends actions to initiate, modify, or discontinue programs and/or projects as needed. Provides leadership and technical support to the Assistant Under Secretary for Health for Operations (AUSH/O) and other staff in the formulation and administration of healthcare operations policies affecting VHA healthcare programs and activities. Develops and implements short and long-range strategic plans for organizational development and achievement of the VHA's mission. Integrates a comprehensive budget analysis and planning process into the strategic plan for the office development. Analyzes work processes such as program monitoring and technical assistance to maximize the value of VHA practices. Collaborates with all VHA Program Offices to develop long-range strategic plans for delivery of healthcare and daily operational monitoring of the entire VHA system. Represents VA/VHA at conferences, meetings, hearings, and negotiations with high-ranking officials of Federal, state, local governments, nongovernmental agencies, and national organizations. May serve on inter-agency councils, committees, and task forces with authority to address and speak on issues related to healthcare information technology. Fosters integration of state of the art, technology and innovative processes and systems to maintain and deliver the highest level of services. BASIC REQUIREMENTS: PHYSICIAN SR-602 Current, full, and unrestricted license to practice medicine in a State, Territory, or Commonwealth (i.e., Puerto Rico) of the United States or in the District of Columbia. The Physician must maintain a current registration to continue employment with the VA. Provide proof of this license in the application package. Residency Training: Physicians must have completed residency training or its equivalent, approved by the Secretary of Veterans Affairs in an accredited core specialty training program leading to eligibility for board certification. Approved residencies include those approved by the accrediting bodies for graduate medical education, Accreditation Council for Graduate Medical Education or American Osteopathic Association, or other residences which the Professional Standards Board determines to have provided appropriate professional training. Degree of doctor of medicine. The degree must have been obtained from one of the schools approved by the Secretary of VA for the year in which the course of study was completed. Current, full, unrestricted license to practice medicine in a State, Territory, or Commonwealth (i.e., Puerto Rico) of the United States or in the District of Columbia. The physician must maintain a current registration to continue employment with the VA. Provide proof of this license in the application package. Demonstrated Leadership Ability Physical standards: Must meet the physical standards for the position. A physical examination prior to employment may be required. Preferred Experience: The incumbent must possess extensive leadership experience in the health care arena sufficient to qualify for the equivalent of a senior executive position within the Federal service, including significant experience with administrative healthcare management or equivalent physician executive leadership in a medical center or regional office, clinical practice, health care delivery, health informational systems, clinical support systems, designing and applying complex research-based methodologies to evaluation of health care quality, analytical techniques in health systems and program administration, healthcare policy and program development, resource administration and personnel management. Expert-level knowledge of current concepts in health care such as communicating and providing large scale guidance on health care policy to internal and external stakeholders, defining and evaluating new policy and program recommendations that directly impact health care provided to patients, and nursing practice standards/qualifications/scope of practice. BASIC REQUIREMENTS: NURSE SR-610 License and Registration: Must possess current, full, active and unrestricted registered nurse (RN) license in a State, Territory, or Commonwealth (i.e., Puerto Rico) of the U.S. or in the District of Columbia Education: Master of Science (MSN) in nursing or related field with Bachelor of Science (BSN) or MSN from a Bridge Program (a BSN is not issued or required) and 5-6 years experience; or Doctoral degree (preferred) in nursing or related field and appropriate basic or advanced certification desired from an accredited program and 4-5 years experience. Education must be National League for Nursing Accrediting Commission (NLNAC) or Commission on Collegiate Nursing Education (CCNE) accredited. Physical standards: Must meet the physical standards for the position. A physical examination prior to employment may be required. Demonstrated Leadership Ability.
