At the GS-14 grade, the Director of Organizational Excellence (OE) (Social Work Program Manager) manages administrative and clinical aspects of multi-specialty education programs and a combination of programs located across both the local health care system and national system. Director of OE has responsibility for coordinating interdisciplinary staffing, work assignments, budget, treatment services provided through Whole Health, Sim Learn Center operations, student onboarding.

At the VA Roseburg Health Care System (RVAHCS), the Social Worker will function under the title of Director of Organizational Excellence under the MCD Director. This position includes the supervision of four different multidisciplinary departments.
The incumbent manages the daily operation of the service, develops policies and procedures for operational use in OE programs and prepares reports and statistics for facility, VISN, and national use. The incumbent assumes the supervisory and administrative responsibility for the management of the assigned staff members who function within the service that includes leadership development, employee education, Whole Health and Wellness, Patient Advocates, workplace violence prevention, high reliability organization, systems improvements, and Sim Learn Center at RVAHCS. As a Licensed Clinical Social Worker, the incumbent provides services and education to Veterans, their families and staff, ensuring evaluation of programs to meet evidence based programming standards and performance measures. As the supervisor, the incumbent assists in planning, establishing, and implementing policies and procedures; developing individual or group goals and objectives as well as monitoring, operating, evaluating, coordinating and overseeing the staff assigned to educational programming. The incumbent will assure the staff whom he/she supervises are aware of and adhere to all current directives of VHA, meet current Joint Commission standards, State licensure standards, and VA-OIG expectations. The incumbent will conduct ongoing intensive reviews and appraisals to ensure the accomplishment of objectives and adherence to standards set by governing bodies.
FUNCTIONS OR SCOPE OF ASSIGNED DUTIES:
The Director's duties at RVAHCS include: Administrative, technical, and clinical supervision of assigned multi-disciplinary staff across multiple sites and locations; monitoring staff productivity, determining how staff time is mapped for various program responsibilities, and assuring data is accurately reported; performing administrative and personnel management functions relative to staff supervision; establishing guidelines and performance expectations; enacting disciplinary measures as appropriate; exercising supervisor authorities and responsibilities involving work assignment and review; performing a wide range of services across the entire RVAHCS medical center; performing program analysis, review, design, and conducting needs assessments, identifying gaps in services and developing plans to address these deficiencies; and facilitating the development of working partnerships, and representing the RVAHCS in community relations and meetings.
The incumbent is responsible for the administrative and clinical oversight of programs aligned under the Organizational Excellence Departments: Leadership Development, Prevention and Management of Disruptive Behavior (PMDB), Talent Management System (TMS), New Employee Orientation (NEO), Nurse Skills Lab, SimLearn Center, Whole Health & Wellness Programs, Health Behavior programs, MOVE! Weight Management program, Chronic Disease Management programs, Chronic Pain Management programs, Mandatory trainings i.e. MI, TEACH, etc., elective trainings i.e. Speed of Trust, leadership training, etc., medical media, Home Coaching program, BLS/ACLS, Safe Patient Handling program (SPH), NNEI, Student Onboarding, Academic Affiliation agreements, Clinician Coaching program, C.H.A.M.P.I.O.N.S. program, LEAD program, New Veteran Orientation, workplace violence prevention, high reliability organizational duties, patient advocacy, Veteran's experience, and other patient and employee educational needs and programs. The incumbent has responsibility for executing the mission and budgets of the Organizational Excellence service, coordinating interdisciplinary staffing, assigning work, quality oversight of treatment services, and developing programmatic policies and procedures. The incumbent is responsible for the direct supervision of employees assigned to the Whole Health & Wellness, Education, Patient Advocate, and Organizational Health departments as the chief and director.

Qualifications
Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met.
Basic Requirements:
United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
Education. Have a master's degree in social work from a school of social work fully accredited by the Council on Social Work Education (CSWE). Graduates of schools of social work that are in candidacy status do not meet this requirement until the School of Social Work is fully accredited. A doctoral degree in social work may not be substituted for the master's degree in social work. Verification of the degree can be made by going to http://www.cswe.org/Accreditation to verify that the social work degree meets the accreditation standards for a masters of social work.
Licensure. Persons hired or reassigned to social worker positions in the GS-0185 series in VHA must be licensed or certified by a state to independently practice social work at the master's degree level. Current state requirements may be found by going to http://vaww.va.gov/OHRM/T38Hybrid/.
May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria).
Grade Determinations: In addition to the basic requirements for employment, the following criteria must be met when determining the grade of candidates.
Social Worker (Program Manager) GS-14:
(1) Experience and Education. One year of experience equivalent to the GS- 13 grade level. Experience must demonstrate possession of advanced practice skills and judgment, demonstrating progressively more professional competency. Individual may have certification or other post-master's degree training from a nationally recognized professional organization or university that includes a defined curriculum/course of study and internship, or equivalent supervised professional experience.
(2) Licensure/Certification. Individuals assigned as social worker program manager must be licensed or certified at the advanced practice level, and must be able to provide supervision for licensure.
(3) Demonstrated Knowledge, Skills, and Abilities. In addition to the experience above, the candidate must demonstrate all the following KSAs:
(a) Skill in large scale program coordination and administration across multiple sites, which includes consultation, negotiation, and monitoring.
(b) Ability to translate management goals and objectives into well-coordinated and controlled work operations.
(c) Ability to analyze organizational and operational problems and to develop and implement solutions that result in sound operation of the program.
(d) Ability to collaborate with internal and external partners to further program goals and enhance patient centered care.
(e) Ability to provide the full range of supervisory duties which would include responsibility for assignment of work to be performed; performance evaluations; selection of staff, training, and recommendation of awards, advancements, and when appropriate, disciplinary action.
(f) Ability to oversee the fiscal matters of the functions supervised (including fund controls, contracts, and equipment expenditures), forecast resource and equipment needs, and administer the allocated budget.
(g) Skill in developing policies, procedures, and/or practice guidelines for the program and in participating in national program development.
(h) Ability to collaborate with internal VHA partners, locally and on a national level, as well as external community partners to further program goals and enhance patient centered care.
