This position is located in the Department of Health and Human Services (DHHS), Office of the Secretary (OS), Office of the Assistant Secretary for Administration (ASA), Program Support Center (PSC), Office of the Director. The PSC provides a wide range of support services nationwide to components of the Department and other Federal agencies, in areas including financial management, behavioral health and administrative services.

Duties

ABOUT THE POSITION The incumbent to serve as the Deputy Director advising the Director to Federal agencies to improve the health, safety, and productivity of the Federal workforce through the provision of comprehensive, high-quality, customer-focused PSC. The services provided include health and wellness programs, employee assistance, work/life, environmental health and safety services and financial management services. The incumbent provides overall direction and supervision of the professional and contract staff of ASA in the formulation of policy; coordination of activities; and implementation of plans to carry out the organization's mission. The incumbent demonstrates and exercises leadership in the functional management oversight over the PSC, which seeks to ease burden and drive efficiencies through standardization, modernization, and streamlining technology. Responds to customer needs through continuous engagement and robust feedback loops. The Deputy Director, Program Support Center reports to the Deputy Assistant Secretary for Program Support (PSC Director) and provides advice and guidance with respect to all aspects of PSC including: Directs management activities of the PSC and is instrumental in transforming administrative activities from transactional processes to strategically focused business lines that directly support the PSC's mission. As a member of the PSC executive team, the incumbent leads the implementation of strategic human resources management, competitive sourcing, E-Government, integration of budget and performance goals, and improved financial performance. Integrates administrative activities to achieve breakthrough efficiencies, coaching and motivating staff professionals to excel in creating positive solutions to improve service delivery. The incumbent works with peers throughout PSC, ASA and the Department to build and sustain best practices in all management areas. Leads oversight of the conduct of organizational operations. The incumbent participates with the PSC Director, and Portfolio leaders (Senior Executives) in providing operational and management expertise germane to the formulation of policies, goals, objectives, and operational strategies; and participates in program and resource allocation decisions, which impact the total organization. Principal advisor to the organization on operations and administrative management matters; management tenets, techniques, and policies; requirements of administrative law and regulations; and methods and procedures. The incumbent collaborates with other senior officials across the PSC in the development and implementation of strategic and financial plans. Leads efficient and effective administrative operations, resolves major problems and matters of key policy, promoting and leading major reviews and discussions regarding improvements in administrative/management operations and processes. Communicates to PSC employees through regular and special meetings, correspondence, and other means ensuring information and/or developments in the administrative/management area are communicated to appropriate staff in the organization. Oversees the development of plans and analyses related to continuous improvement initiatives and ensures that effective systems are developed and in place to provide the PSC with information needed on a wide range of administrative/management issues. Represents the Director, PSC in matters of operations and management to a variety of organizations, including HHS agencies, and other PSC customers. Incumbent resolves problems concerning organization and administration in assigned areas; acting as necessary to improve organizational structure, management policies, and techniques. Incumbent keeps the total management process in mind to develop solutions to emerging problems in management of a critical and/or controversial nature and which may impact successful implementation of HHS initiatives. Incumbent provides leadership and support in the development of long-term plans and budget proposals.

Qualifications

Open to all groups of qualified individuals from the public. Current employees within the Federal civil service. Career SES and SES reinstatement eligibles. SESCDP graduates may also apply for noncompetitive consideration. As a basic requirement, applicants must demonstrate progressively responsible leadership experience that is indicative of senior executive level managerial capability and directly related to the skills and abilities outlined under the Mandatory/Technical Qualifications and Executive Core Qualifications listed below. Typically, experience of this nature will have been gained at or above the equivalent of the GS-15 grade level in the Federal service or its equivalent with state and local government, the private sector, or non-governmental organizations. Failure to meet this basic qualification requirement and all executive and technical qualification factors will automatically exclude you from further consideration. All competitive candidates for SES positions with the Federal Government must demonstrate leadership experience indicative of senior executive level management capability. To meet the minimum qualification requirements for this position, you must show in your resume that you possess the Fundamental Competencies, five Executive Core Qualifications (ECQs), and the Mandatory Technical Qualifications (MTQ's), listed below. It is recommended that your resume emphasize levels of responsibility, scope and complexity of programs managed, and program accomplishments and results. Mandatory Technical Qualifications (MTQ's): This position also requires that you possess MTQ's that represent knowledge, skills, and abilities essential for success in this role. The following MTQ's must be evident in your resume. Demonstrated experience with the facets of managing services such as relationship management, development and use of transparent funding mechanisms, and attention to customer satisfaction and other performance metrics. Demonstrated ability to provide executive leadership and manage human, financial, IT, and data resources strategically in a complex environment. Noted accomplishments shall demonstrate strong communication, collaboration, and conflict resolution skills.
