This position is located within the Department of Veterans Affairs (VA), Veterans Health Administration (VHA), Police Service (PS). The mission of the PS is to serve and protect Veterans, patients, employees, contractors, volunteers, affiliates, visitors, and others who frequent VA facilities. Safety and security are paramount to ensuring that the VA successfully serve and honor the men and women who are America's Veterans.

Duties

The incumbent directs/supervises a variety of policing and law enforcement assignment and/or projects that are performed on VA Departmental property: including any properties owned, leased, or licensed when consistent with Federal laws, regulation, VA policy and operational guidance. Responsible for the daily activities of the administrative section within Albuquerque VA Police Services. Duties include but are not limited to the following: Respond to highly dangerous or active crimes and make independent decisions to preserve life and/or property. Work in collaboration with the Chief of Police or the Deputy Chief. Provide oversight and/or investigate crime scenes. Supervise/assign subordinate Captains, Lieutenants, Sergeants, Police Officers, Detectives or other staff to investigate specific problems and/or cases. Provide oversight of policing activity and conduct and/or oversee the preliminary and supplemental investigation of crimes. Identify, collect and preserve physical evidence, prepare reports and testifies in court. Direct and participate in the investigation of difficult or complex crime cases. Supervise/advise staff in preparing cases for court and assists in any extradition procedures. Manage and monitor criminal and non-criminal case loads to ensure even distribution of work and priority of cases. Apply all required rules for search and seizure and obtain search arrest warrants. Book/take the accused before the appropriate U.S. District Court or State Magistrate. Monitor changes in laws, regulations and technology that may affect VA Departmental operations. Oversee human resources activities and leads, prioritizes, assigns, reviews, approves, and/or disapproves employees' assignments. Prepare, conduct, and review performance evaluations. Take disciplinary actions, identify and conduct specific designated staff training. Collaborate with the Chief of Police and/or Deputy Chief of Police in reviewing, updating, and developing law department policies and procedures. Enforce policies or procedures to ensure compliance with local, state, and federal laws and regulations. Approve purchasing requests and ensure all documents are submitted to the finance department according to established timelines. Ensure law enforcement, security program policies and operations are in compliance. Identify discrepancies and recommend or direct corrective actions as needed. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 01/23/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-10. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience as described below: Specialized Experience: In addition to meeting time-in-grade, you must have one year of specialized experience equivalent to at least the next lower grade GS-10 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: experience that provided knowledge of a body of basic laws and regulations, law enforcement operations, practices, and techniques and involved responsibility for maintaining order and protecting life and property. (Creditable specialized experience may have been gained in work on a police force; through service as a military police officer; in work providing visitor protection and law enforcement in parks, forests, or other natural resource or recreational environments; in performing criminal investigative duties; or in other work that provided the required knowledge and skills.) You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work requires, on a regular and recurring basis, considerable and strenuous physical exertion such as running, frequent climbing of multiple flights of stairs, and carrying items weighing over 50 pounds. It requires stamina, physical agility, dexterity, and the strength to pursue, apprehend or detain persons who are often uncooperative, assaultive, and/or armed.
