The Supervisory Human Resources Specialist (Employee Relations/Labor Relations) serves VISN 8 to establish Network-level policy, provide guidance, oversight, training, and consultative expertise on employee relations and labor relations to managers, supervisors, and leadership officials in the network office and Network-wide on the development of solutions to especially complex and difficult problems in the employee relations and labor management relations programmatic disciplines.
Duties
The Supervisory Human Resources Specialist, (Employee Relations/Labor Relations), provides technical guidance and assistance to management and senior leadership regarding Employee Labor Relations issues in a wide variety of occupations including Title 5 General Schedule (GS), Wage Grade (WG), administrative and clinical, Hybrid and Title 38. The overall responsibilities of the Supervisory HR Specialist (Employee Relations & Labor Relations) include, but are not limited to:
Provides expert management consultative service involving the full spectrum of HR functions on highly complex VISN-wide or equivalent issues.
Provides technical guidance, advice and counseling to management officials and supervisors to address issues with workforce-related conduct and performance.
Explains rules and procedures to employees and management to help them understand rights and obligations.
Delivers training to management and employees on a variety of employee relations topics.
Provides consultation on associated program areas, such as leave management and actions of a disciplinary or adverse nature.
Researches and interprets legal and regulatory program guidance, including case law, United States Code, Code of Federal Regulations, and VA Handbooks and Directives.
Prepares a variety of correspondence on behalf of the agency to address Employee and Labor-related matters.
Reviews third-party involvement in negotiations and represents the network in appropriate cases.
Develops management strategies to respond to labor issues.
Resolves disputes, evaluates events and identifies aggravating or mitigating factors relevant to the case.
Serves as a point of contact on third-party proceedings arising from the labor-management programs and represents management at arbitrations and in situations involving proceedings before other third-parties as appropriate.
Works with leadership, staff, and operational officials, to develop and explore Labor Relations alternatives to improve policies, techniques and procedures.
Work Schedule: Monday through Friday, 8:00am - 4:30pm

Qualifications

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

The BASIC REQUIREMENT for the HR Specialist GS-0201 series is presumed met if found qualified at the GS-0201-7 level and above.
To qualify for this position at the GS-13 level, you must meet one of the following listed Criteria:
Criteria 1- Graduate Degree and Specialized Experience: Successful completion of a graduate level degree or higher and three years of progressive specialized experience equivalent to at least the GS-11 grade level. Specialized Experience: At least three (3) years of specialized experience equivalent to at least the GS-11 grade level in the Federal service, that equipped the applicant with the particular knowledge, skills and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience at the GS-11 is defined as: Administering a labor relations program for an organization; advising management on labor-relations matters, such as contract interpretation, existing precedents, grievances, and unfair labor practice charges; providing training on labor/employee related issues; interpreting and applying labor/employee relations policies and advise management on labor/employee relations issues; conducting interviews to draw out and determine pertinent facts in order to properly advise management on labor/employee relations issues; representing management in labor meetings and/or negotiations; drafting formal notices compliant with regulations and procedures. (TRANSCRIPTS REQUIRED)

Criteria 2- Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization.
Specialized experience is defined as:
Providing advice and guidance to all levels on human resources management principles, techniques, acceptable personnel practices as well as statutory, regulatory, and procedural requirements, responsible for succession planning; strategic planning; initiatives; performance measures; performance improvements; implementing VACO/VISN policies/directives.
Providing support and guidance to management officials regarding employee relations, labor relations, employee development, awards.
Preparing special recurring reports.
Contacting managers or appropriate staff to assist in solving problems or to achieve expeditious action.
Representing management in unfair labor practice and representation hearings before the Federal Labor Relations Authority and proceedings before the Federal Services Impasses Panel.
Conducting systematic studies to develop management interests and respond to union interests at the bargaining table.
