The primary purpose of this position is to serve as a senior legal advisor, providing support for all acquisition activities serviced. Advises the Program Executive Office (PEO) on all matters except labor law and military justice.
DUTIES:
1. Serves as chief legal counsel for designated Program Executive Office (PEO) acquisition programs.
2. Provides advocacy and negotiation skills.
3. Reviews complex contractual documents for legal sufficiency and compliance with applicable laws, regulations and policy.
4. Examines legal issues raised by requests for formal opinions.
5. Communicates and coordinates legal advice with other attorneys and the offices of General Counsel at higher levels with the Air Force, as well as other Department of Defense agencies and other agencies of the Federal Government.
6. Maintains current knowledge of changing statutory and regulatory guidance relating to system development, acquisition, and sustainment, as well as general developments in technology that may improve the effective delivery of legal services.
7. Responsible for the timely completion of administrative duties as assigned by higher headquarters' leadership.

- Work may occasionally require travel away from the normal duty station on military or commercial aircraft.
- Incumbent is required to file and OGE Form 450, Confidential Financial Disclosure Report, upon appointment and will be required to file annually.
- Incumbent must be currently licensed as an attorney and counselor-at-law in a state or territory of the United States, the District of Columbia, or the Commonwealth of Puerto Rico.
- Incumbent is required to maintain Continuing Legal Education (CLE) currency as established by incumbents bar.
- Incumbent is required to obtain and maintain the appropriate security and program clearance necessary to execute the duties of this position.
- Must provide proof (at the time of application), dated within four months of application, of “active” status with a bar of the highest court of a state, US commonwealth, US territory, or the District of Columbia.
- Must have professional legal experience in excess of three years that is commensurate with the duties and responsibilities of the position.
- Attorney appointments are subject to serve a one-year probationary period.

GENERAL REQUIREMENTS:
You MUST have successfully completed a full course of study in a school of law accredited by the American Bar Association (ABA) and have the first professional law degree (LLB or JD).
In addition, at the time of application, you must provide proof, dated within four months of application, of "active" status with a bar of the highest court of a State, U.S. commonwealth, U.S. territory, or the District of Columbia. On-line information is allowed as long as it shows that you are in "active" status and has a date stamp of when it was retrieved. A copy of the bar card is not sufficient or acceptable proof of good standing.
In this position as Attorney-Advisor (Contract) you will serve as the chief legal counsel for designated business enterprise systems acquisition programs by examining the legal issues raised by requests for formal opinions; furnish oral advice on legal authority, agreement terms and conditions, and required determinations to contracting officers and senior acquisition and program management personnel; maintain current knowledge of changing statutory and regulatory guidance relating to government contracting and Other Transactional Authority, as well as general developments in technology that may improve the effective delivery of legal services; participate in negotiations between the Government and contractors concerning legal issues which arise in contracting; and review complex contractual documents for legal sufficiency and compliance with applicable laws, regulations, and policy.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated based on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Professional knowledge of federal acquisition law (including but not limited to Systems Acquisition; Research & Development; and Facilities contracting matters and the Fiscal, Taxation, Environmental, Anti-Trust, ethics, various civil law matters and Patents, Copyright, and Technical Data Rights aspects thereof).
2. Maintenance of a current license as an attorney and counselor at law in a state or territory of the United States, the District of Columbia, or the Commonwealth of Puerto Rico.
3. Demonstrated skill in researching legal issues raised by requests for formal opinions, the analysis of complex factual situations in light of the results of such legal research and general legal principles,and the preparation of written legal opinions and fraud remedies plans based upon such research and analysis.
4. Proven skill in effectively communicating, both orally and in writing.
5. Proven skill in using negotiation techniques to protect the Government's position in major acquisition actions.
Education
Must be a graduate of a law school accredited by the American Bar Association, and be currently licensed as an attorney, in active (or equivalent) status and in good standing, with the bar of a U.S. state, territory, or commonwealth. The attorney must maintain such bar membership in at least one jurisdiction during the entire course of employment with the Air Force.
