Duties

Act as a principal technical advisor of the CIPR team, provide technical leadership and policy guidance, and perform and technically manage the most complex/significant pension and insurance cases. Provide actuarial subject matter expertise on post-retirement benefits, pension and other insurance coverage, cost measurement, period assignment, allocation, and adjustment procedures. Coordinate with other experts within and outside of DCMA to collaborate on complex emerging issues and policy development, and to provide depositions and legal testimonies as requested. Develop or guide in the development of forecast models and analytical approaches used in the preparation of analysis for post-retirement benefit, pension and other insurance coverage, policy specifications or working rules Provide consultant support to assist DCMA in sustaining disallowances through the appeal stages and the litigation process. Provide expert advice on formulation of innovative approaches to effective analysis on the impacts of proposed policy or legislative changes affecting defined benefit pension plans and group health insurance coverage. When called upon, coordinate with DCMA cognizant federal agency officials and CAPE to ensure impacts of legislative changes are included in contractor forward pricing estimates. Explains/clarifies team goals and objectives to team members, and guides team in organizing to accomplish work tasks. Serve as a focal point for all technical inquiries on complex post-retirement benefit, pension and other insurance coverage issues.

Qualifications

To qualify for a Technical Lead Actuary, your resume and supporting documentation must support: A. Basic Requirement: Bachelor's Degree that included courses in actuarial science, mathematics, relevant statistics, business, finance, economics, insurance, or computer science totaling at least 24 semester hours. This course work must have included a minimum of 12 semester hours of mathematics that included differential and integral calculus and one or more courses in mathematics for which these calculus courses were prerequisites. AND B: Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. To qualify at the GS-14 level, applicants must possess one year of specialized experience equivalent to the GS-13 level or equivalent under other pay systems in the Federal service, military or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes: Technical leadership in building team consensus, solving problems and defending positions taken on CAS/FAR actuarial issues, promoting best practices and policies, and upholding standards which maintain credibility of actuarial analyses presented in reports. Competency as an enrolled Actuary or a credentialed member of either of the following: Society of Actuaries or Casualty Actuarial Society.

GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours that your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.

FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show that the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
