Duties
Performs work to dispose of personal, excess property to include property utilization, donation, and/or marketing decisions.
Performs a variety of property disposal management, control and advisory activities such as advising on the destruction, Demilitarization or abandonment of property; ensuring proper handling, storage and accountability of excess property.
Manages the financial accounts of property transactions and proceeds from sales; ensuring agencies receive the proceeds or credits from the sale of surplus property.
Advises on developing and interpreting property disposal policies and procedures.
Makes non-routine property processing decisions for individual property items.

Qualifications
To qualify for a Lead Property Disposal Specialist your resume and supporting documentation must support:
A. Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position, and that is typically in or related to the position to be filled. To qualify at the GS-12 level, applicants must possess one year of specialized experience equivalent to the GS-11 level or equivalent under other pay systems in the Federal service, military or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes:
Serving as a team leader or group moderator.
Performing reutilization, transfer, donation and sales of products.
Performing property disposal management, control, and advisory activities.
Researching or recommending solutions to problems and implementing new disposal techniques.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Physical Demands
Performance of work may require frequent visits to generator collection points and areas, and inspections of DLA Disposition Services warehousing facilities and observing customer/ contractor on site operations, which requires extended walking and standing. Performs moderate to heavy lifting when moving material by hand or hand-truck. Maybe required to operate a variety of forklift trucks varying in capacity from 2,000 - 15,000 pounds, to move, load and unload, stack or un-stack palletized materials, supplies and equipment from point of pick up to designated location.
Work Environment
performing site work involves risks and discomforts such as: long hours; handling of property at forward receiving facilities; exposure to hazardous or toxic material or waste; and/or exposure to adverse weather conditions during visits to customers to evaluate or assess inventory. Work may also involve moderate risks or discomforts that require specials safety precaution, e.g., working arounds moving parts, carts, or machines; with contagious diseases or irritant chemicals; etc. May be required to use protective clothing or gear such as masks, gowns, coats, boots, goggles, or shields.
Education
Substitution of education may not be used in lieu of specialized experience for this grade level.
